    Russia increases military flights in Pacific, U.S. general says

    (CNN) -- Russia has stepped up military activity in the Pacific, including sending long-range bombers on flights off the coast of California and around the island of Guam, as tensions have risen in Ukraine, a top U.S. Air Force general said Monday.
    "What Russia is doing in Ukraine and Crimea has a direct effect on what's happening in the Asia Pacific," Gen. Herbert "Hawk" Carlisle said in a presentation to the Center for Strategic and International Studies in Washington.
    "They've come with their long-range aviation off the coast of California; they circumnavigated Guam," Carlisle said, showing a picture of a U.S. F-15 fighter "intercepting" a Russian Tu-95 "Bear" bomber off the Pacific island.
    Guam is home to Andersen Air Force Base, which has been used by the U.S. military for flights of B-2 and B-52 bombers across the Pacific.
    Flights around Japan and the Korean peninsula have also "increased drastically," as well as naval activity in that area, Carlisle said.
    The Russian planes have stayed in international airspace, and such flights are not unusual, but the increase has U.S. commanders keeping a wary eye.
    "It's to demonstrate their capability to do it; it's to gather intel" from U.S. military exercises with allies in the region, Carlisle said of the reasons for the Russian activity.
    "We relate a lot of that to what's going on in the Ukraine," he said.
    Pro-Russian separatists have taken control over swaths of Ukraine near its borders with Russia.
    Ukraine's government and many in the West believe that the separatists are backed by Russia and fear that Russian President Vladimir Putin is fomenting trouble to increase his influence in the region.
    Unrest has simmered in Ukraine since street protests forced out pro-Moscow President Viktor Yanukovych in February. The interim government scheduled presidential elections this month, but pro-Russian activists in the eastern part of the country refuse to accept Kiev's authority.
    Russia annexed Crimea from Ukraine this year after sending troops into the region.
    Since the Ukraine crisis began, the U.S. and its NATO allies have moved some troops, aircraft and ships closer to the area as a signal of alliance solidarity.
    The Russian bomber flights are not unique to the Asia Pacific region. In late April, fighter jets from the Netherlands intercepted two Tu-95s that had flown a half-mile into Dutch airspace. The Dutch F-16s escorted the Russian aircraft out of Dutch airspace without incident.

    China's Defense Ministry said Thursday that Japanese F-15 fighters followed a Chinese TU-154 plane on a regular patrol Wednesday morning and got as close as 30 meters (100 feet). It released two videos on its website purporting to show the incident, which it said had "seriously affected" the safety of the Chinese plane.
    Japanese Chief Cabinet Secretary Yoshihide Suga denied on Thursday that Japanese aircraft had approached a Chinese plane and said Japan stood by the version it gave on Wednesday — that two Chinese SU27 fighters had posed a danger to Japanese aircraft by flying near them. "Chinese criticism is irrelevant," Suga said.
    On Wednesday, Japan lodged a diplomatic protest with Beijing over the incident and on Thursday its Foreign Ministry summoned China's ambassador.
    In response, Chinese Foreign Ministry spokeswoman Hua Chunying told reporters, "China strongly opposes and protests Japan's act of ignoring the facts, shifting the blame onto the victim, aggressive slandering and hyping the so-called China threat."
    Tensions between the two Asian rivals have worsened in recent years over a group of uninhabited islands in the East China Sea called Senkaku in Japanese and Diaoyu in Chinese. Japan controls the islands but China also claims them.
    The two countries have increased patrols by ships and military planes to press their conflicting territorial claims. They had a similar incident on May 24.
    "The latest incident occurred despite our strong protest and request for preventive efforts following the previous incident, and the government of Japan takes it extremely seriously," Japanese Deputy Foreign Minister Akitaka Saiki told reporters after meeting with Ambassador Cheng Yonghua.

    WASHINGTON (Reuters) - Chinese military spending exceeded $145 billion last year as it advanced a program modernizing an arsenal of drones, warships, jets, missiles and cyber weapons, the Pentagon said on Thursday, offering a far higher figure than Beijing's official tally.
    The Pentagon's estimate, using 2013 prices and exchange rates, was 21 percent above the $119.5 billion figure announced by China. It was detailed in an annual report to Congress that cited steady progress in Chinese defense capabilities.
    It acknowledged that estimating Chinese spending can be difficult, in part because of "poor accounting transparency and incomplete transition from a command economy."
    The report came just days after Defense Secretary Chuck Hagel, using unusually strong language, accused Beijing of destabilizing the region in pursuit of territorial claims.
    China claims almost the entire oil- and gas-rich South China Sea and dismisses competing claims from Taiwan, Brunei, Vietnam, the Philippines and Malaysia. Japan also has a territorial dispute with China over islands in the East China Sea.
    The 96-page report said China was placing emphasis on preparing for potential contingencies in the South and East China Seas, noting an October drill named Maneuver 5 in the Philippine Sea.
    The drill, the Pentagon said, was the largest Chinese Navy open-ocean exercise seen to date.
    "China's military investments provide it with a growing ability to project power at increasingly longer ranges," the report said.
    The United States last month charged five Chinese military officers and accused them of hacking into American nuclear, metal and solar companies to steal trade secrets, ratcheting up tensions between the two world powers over cyber espionage.
    The Pentagon report renewed warnings over cyber intrusions.
    "China is using its ... capability to support intelligence collection against the U.S. diplomatic, economic, and defense industrial base sectors that support U.S. national defense program," it said.
    The Pentagon also cited advances in Chinese drone technology. It pointed to a Defense Science Board report cautioning Beijing's push "combines unlimited resources with technological awareness that might allow China to match or even outpace U.S. spending on unmanned systems in the future."
    It noted that in September 2013, a "probable" Chinese drone was noted for the first time conducting reconnaissance over the East China Sea. China also unveiled details of four drones under development in 2013, including the Ligian, China's first stealth drone, it said.

    A spokesperson for the North American Aerospace Defense Command (NORAD) confirmed this week that a fleet of Russian bombers set off alarms in the United States after coming within 50 miles of California’s Pacific coast.
    Navy Capt. Jeff Davis, a spokesman for NORAD, told Washington Free Beacon reporter Bill Gertz that a pair of Tu-95 Bear H aircraft maintained by Russia came close to US airspace during practice bombing while four of the planes were conducting bombing runs near Alaska. According to Nuclear Threat Initiative nonprofit organization, Russia has 29 Tu-95 MS6 Bear H6s and 30 Tu-95 MS16 Bear H16s, which are equipped to fire both traditional and nuclear payloads at targets from the air.
    David told the Beacon that this week’s incident occurred on Monday afternoon and was caught quickly by radar systems that monitored American air defense zones. The radar spotted all four Russian aircraft, he said, and two F-22 fighter jets used by the US Air Force were then mobilized to intercept the bombers.
    “After tracking the bombers as they flew eastward, two of the four Bears turned around and headed west toward the Russian Far East,” Gertz wrote. “The remaining two nuclear-capable bombers then flew southeast and around 9:30 P.M. entered the US northern air defense zone off the coast of Northern California.
    Those two aircraft, he added, made it within 50 miles of the coast before turning around. The pilots, Davis told the Beacon, appeared to have “acted professionally” and that their behavior was on par with activity that’s “not unusual” for long-range aviation training missions typically conducted by Russia during the summer months. Indeed, in recent weeks other Russian-owned Tu-95 bombers skirted UK airspace and have come close to US property in both Guam and California, The Aviationist reported last month. In March, Russia’s daily Nezavisimaya Gazeta, said the nation’s Strategic Missile Forces began a three-day drill to make sure there was sufficient readiness to conduct a nuclear offensive.
    “We assess this was part of training,” David added of this week’s incident, “And they did not enter territorial airspace.”
    In spite of its age, David Cenciotti wrote for The Aviationist, the Tu-94 “still represents a significant strategic weapon in Putin’s arsenal.”
    Earlier this week, Russian drills intensified when the nation’s military began exercises in the Baltic that the Defense Ministry said was a response to recent exercises in eastern Europe conducted by NATO forces. Allied nations currently maintain a presence there, much to the chagrin of Moscow, as tensions along Ukraine’s border with Russia remain high.
    The US State Dept. reported last year that Russia may have an arsenal that contains as many as 1,400 operationally deployed strategic nuclear warheads and 894 deployed and non-deployed launchers

    “The last time we saw anything similar was two years ago on the Fourth of July,” Navy Capt. Jeff Davis, a Norad spokesman, told the Free Beacon.
    Davis said the latest Bear H incursions began Monday around 4:30 p.m. Pacific time when radar detected the four turbo-prop powered bombers approaching the U.S. air defense zone near the far western Aleutian Islands.
    Two U.S. Air Force F-22 jets were scrambled and intercepted the bombers over the Aleutians.
    After tracking the bombers as they flew eastward, two of the four Bears turned around and headed west toward the Russian Far East. The bombers are believed to be based at the Russian strategic base near Anadyr, Russia.
    The remaining two nuclear-capable bombers then flew southeast and around 9:30 P.M. entered the U.S. northern air defense zone off the coast of Northern California.
    Two U.S. F-15 jets were deployed and intercepted the bombers as they eventually flew within 50 miles of the coast before turning around and heading west.
    A defense official said the four bombers also were supported by two IL-78 aerial refueling tankers that were used for mid-air refueling during the operation this week.

    The bomber incursion is the latest Russian nuclear saber-rattling amid stepped up tensions over Moscow’s military annexation of Ukraine’s Crimea.
    Rep. Mike Conaway (R., Texas), a member of the House Armed Services Committee, called the Russian flights “intentional provocations.”

    “Putin is doing this specifically to try to taunt the U.S. and exercise, at least in the reported world, some sort of saber-rattling, muscle-flexing kind of nonsense,” Conaway said in an interview. “Truth of the matter is we would have squashed either one of those [bombers] like baby seals.”

    “It’s a provocation and it’s unnecessary. But it fits in with [Putin’s] macho kind of saber-rattling,” he said, adding that he expects Russia will carry out more of these kinds of incidents in the future.
    Retired Air Force Lt. Gen. Thomas McInerney, a former Alaska commander for the North American Aerospace Defense Command, said he does not remember a case of Russian strategic bombers coming that close to the U.S. coast.
    “Again we see the Obama administration through their covert—but overt to Mr. Putin—unilateral disarmament, inviting adventurism by the Russians,” McInerney said in an email.

    “At the height of the Cold War I do not remember them getting this close. Mr. Putin had to approve this mission and he is just showing his personal contempt for President Obama right after meeting him in Normandy less than a week ago,” McInerney said.

    McInerney said no American president has been treated with such disrespect in U.S. history.

    “A sad day indeed and at the same time Mosul and Tikrit [Iraq] fall to radical Islamists after the Obama administration’s failed Iraq policy,” he added. “He snatched defeat from the jaws of victory yet again.”
