Legalize/regulate/tax under the FairTax the illegal drug trade and confine the US drug trade to 100% ownership and operation in the US to US citizens from field to factory to distribution to retail sale. Then use a portion of the taxes to pay for the regulation enforcement, better education on the risk and consequences of drug use and free rehabilitation including counseling and medical care for anyone who needs or wants it.
