SOUTH SAN DIEGO — The San Diego City Attorney's office is cracking down on south San Diego property owners, including an absentee owner who allowed tenants to live in a stable and storage room with no running water or bathrooms.
The city's Code Enforcement Unit recently announced the results of two investigations of housing code violations. The owners are required to clean and repair the properties and were fined.
Deputy City Attorney Gabriela Brannon said her office investigated after tenants or neighbors complained. She said in many cases, residents in south San Diego's Latino communities are unwilling to come forward.
“It's important that they talk to the city, to the code compliance unit, about the conditions so the city can do something about it,â€NO AMNESTY

It's not always the landlord. There are plenty of people (mostly illegal aliens too) who will rent a house, put multiple mattresses on the floor of every room and charge for each bed. Their profit big time. The landlords don't always live nearby.

American tenants will do these jobs. I have had some really wacky experiences in the rental business, but the biggest problem was spring breakers overcrowding condos, or one couple of brothers that were long-term renters, who apparently went into business fixing motorcycles on the white carpet in the living room. Then there also was the two guys that rented a water-front property with a deep-water dock. They paid rent early and always in cash, until the DEA swooped in. Those were the good old days. Today, I would not be in that business for any reason.
The laws are too lax for any rental property owner to know what is happening inside their possessions. Renter signs contract, pays on time and is rightfully granted quiet and peaceful enjoyment of that property.
