That would be the 14th Amendment, Mr. JWK. The blight of our inner cities is a national disgrace. It's victims are predominantly of 1 race, the black race, stuffed in HUD Slave Cabins, drawing welfare while not as high by any means as immigrants, at rates still higher than whites, people who have a 16% unemployment rate compared to an 8% unemployment rate for whites, because our society has still failed to live up to its obligations to fellow citizens and our governments have failed to do their duty under the law, the law that demands equal treatment under the law. Federal and interstate funds were used to suck the manufacturing businesses out of our inner cities leaving a swath of poverty blacks endure and whites pay for. It's time to end the nonsense and rehabilitate our inner cities by rebuilding the lives of the people trapped in them and finally set them free.

Now that is amazing since I have carefully study the Congressional Debates of the 39th Congress which framed the 14th Amendment, and there is nothing to be found to confirm your contention.

In fact, the legislative intent of the 14th Amendment was to first make Blacks Citizens of the united states and of the State wherein they resided, and then forbidding every State to make or enforce any law which abridged its recognized privileges or immunities, or deprive any “Citizenâ€
