Of course interest rates are manipulative. When they're high they pay people a lot of interest on their savings. When they're low they encourage a lot of people to spend more than they earn. The Federal Reserve was created to manipulate interest rates in order to manipulate the economy, something the government couldn't do until after it passed the Federal Revenue Act a few months before it passed the Federal Reserve Act. And Americans have been puppet slaves to both ever since. It was a home-made recipe for destroying the US economy as soon as you implemented open borders, free trade treason and bans on domestic oil and gas drilling.
