When I worked for government, we used our own personal credit cards, then filed for expense reimbursement. There should be no government issued credit cards for employees. They only need them for travel and if they don't have enough credit of their own to get a credit card to cover their own travel, then they shouldn't be in jobs traveling for the government. Government officials can purchase airline tickets, the largest single expense, government can even pay for hotel rooms, the second largest expense. So all the employee needs a credit card for is their food. Government can even give them a per diem cash voucher to use for that.
