There is more than one side to this issue. True, with planned communities and transit oriented development the government does have a lot more control. However, there are a lot of people who cannot rely upon an automobile to get where they need to.
Apart from the control issue, there is the factor that since these are government expenditures no one is really riding cost control on them. There are a lot less expensive alternatives that will accomplish the same thing as the rail systems.

The Freedom Advocates is a very interesting website. There is a group called American Dream Coalition that is holding a meeting around here in about a month. I agree with a lot of what they say, but since I also know people who are handicapped and CANNOT get around by driving their own vehicle I would like to see what ADC's response is. They talked about electronically controlled "trains" of private vehicles as an alternative to public trains. I don't know; would like to look at that some more.
Regarding Gov. Walker: How can someone be prosecuted for NOT DOING something, unless there is a clear legal mandate that he must do a particular thing? Approving a large expenditure on an elective program is probably not required by state law in Wisconsin. To try to lift this to a federal level prosecution is ridiculous. It would mean that any program that is dropped by any state could result in a legal action for discrimination, because someone somewhere loses out on employment.
I tend to agree that high speed rail, in most cases being contemplated, is a waste. There may be some case like the NE corridor where it makes sense. California I don't know.
