    California could have been adopting better harvesting technology over the last thirty years---instead of being forced to hire immigrant laborers. This is why American agriculture is slipping against more competitive countries. Now the laborers are collecting unemployment and hanging around.

    As it states in the article the problem is lack of water caused by a drought and the federal government not allowing the water from the Sacramento river to be sent to the growing area for crops or south for the people of southern California do drink, so that they can save some little fish in the Sacramento delta area.
