Yes, they have been able to do this by putting most of the illegal aliens/non-citizens in "Democratic" districts! This means Americans do not have "equal representation, it is unconstitutional!

Please define MAJORITY, Marty. Is it the majority of US citizens legally registered and allowed to vote? THIS is the ONLY "majority" that matters.

Does it include illegal aliens and non citizens who do NOT have the legal right to vote, but (what the hell, what's another broken law?) will do it anyway? These people need to be federally prosecuted and deported as felons. This is why CA has become a cesspool and hemorraghing money.
