    Little done about border sewage spill

    Share SAN DIEGO, July 11 (UPI) -- San Diego officials say they can't levy any fines over the recent spill of more than 2 million gallons of Mexican wastewater that flowed across the border.

    The spill occurred in early June at a treatment plant and sent 2.1 million gallons of tainted water into the Tijuana River Valley, which flows north into San Diego County.

    The flow, which was never cleaned up, passed through an area controlled by the International Boundary and Water Commission, which is considered a federal agency that cannot be fined, The San Diego Union-Tribune said Sunday.

    David Gibson, executive officer of the San Diego Regional Water Quality Control Board, told the newspaper that the federal commission failed to take any steps to stop the influx, although it was unclear what they should have done since the spill originated at a treatment facility in Mexico.

    "We are going to have a meeting with them to clarify roles and responsibilities, and coming out of that we will consider our compliance options," Gibson said.
