    1948 -- The preliminary draft of a World Constitution is published by U.S. educators advocating regional federation on the way toward world federation or government with England incorporated into a European federation.
    The Constitution provides for a "World Council" along with a "Chamber of Guardians" to enforce world law. Also included is a "Preamble" calling upon nations to surrender their arms to the world government, and includes the right of this "Federal Republic of the World" to seize private property for federal use.

    April 12, 1952 -- John Foster Dulles, later to become Secretary of State, says in a speech to the American Bar Association in Louisville, Kentucky, that "treaty laws can override the Constitution." He says treaties can take power away from Congress and give them to the President. They can take powers from the States and give them to the Federal Government or to some international body and they can cut across the rights given to the people by their constitutional Bill of Rights.
    A Senate amendment, proposed by GOP Senator John Bricker, would have provided that no treaty could supersede the Constitution, but it fails to pass by one vote

    September 11, 1973 -- Chilean President Salvador Allende is killed in a brutal, violent military coup led by General Augusto Pinochet. Henry Kissinger was strongly implicated in this attack, and if he were to ever stand trial in an International Court, it is likely he would be charged with masterminding this coup and ordering the assassination of Allende.
    -----1975 -- In Congress, 32 Senators and 92 Representatives sign A Declaration of Interdependence, written by historian Henry Steele Commager. The Declaration states that:
    "we must join with others to bring forth a new world order... Narrow notions of national sovereignty must not be permitted to curtail that obligation."
    Congresswoman Marjorie Holt refuses to sign the Declaration saying:
    "It calls for the surrender of our national sovereignty to international organizations. It declares that our economy should be regulated by international authorities. It proposes that we enter a 'new world order' that would redistribute the wealth created by the American people."

    Wow........this was going on before I was a twinkle in my daddys eye!!

    Seems to mean something but I'm not up on numerology.

    Makes you definately wonder. I just know my dad was 100% you can trust the government for a long time. Before he died I know he had severe doubts and concerns. Never a lack of trust in true Americans though. He'd have gladly and proudly served again.

    Preamble

    Realizing that Humanity today has come to a turning point in history and that we are on the threshold of an new world order which promises to usher in an era of peace, prosperity, justice and harmony;

    Aware of the interdependence of people, nations and all life;

    Aware that man's abuse of science and technology has brought Humanity to the brink of disaster through the production of horrendous weaponry of mass destruction and to the brink of ecological and social catastrophe;

    Aware that the traditional concept of security through military defense is a total illusion both for the present and for the future;

    Aware of the misery and conflicts caused by ever increasing disparity between rich and poor;

    Conscious of our obligation to posterity to save Humanity from imminent and total annihilation;

    Conscious that Humanity is One despite the existence of diverse nations, races, creeds, ideologies and cultures and that the principle of unity in diversity is the basis for a new age when war shall be outlawed and peace prevail; when the earth's total resources shall be equitably used for human welfare; and when basic human rights and responsibilities shall be shared by all without discrimination;

    Conscious of the inescapable reality that the greatest hope for the survival of life on earth is the establishment of a democratic world government;

    We, citizens of the world, hereby resolve to establish a world federation to be governed in accordance with this constitution for the Federation of Earth.

    Sec. E. Full Operative Stage of World Government

    All nations which have not already done so shall immediately transfer all military weapons and equipment to the World Disarmament Agency, which shall immediately immobilize all such weapons and shall proceed forthwith to dismantle, convert to peaceful usage, recycle the materials thereof, or otherwise to destroy such weapons and equipment.

    All armies and military forces of every kind shall be completely disarmed, and either disbanded or converted and integrated on a voluntary basis into the non-military World Service Corps.


    All viable agencies of the United Nations Organization and other viable international agencies established among national governments, together with their personnel, facilities and resources, shall be transferred to the World Government and reconstituted and integrated as may be useful into the organs, departments, offices, institutes, commissions, bureaus and agencies of the World Government.


    The World Parliament and the World Executive shall continue to develop the activities and projects which are already underway from the second operative stage of World Government, with such amendments as deemed necessary; and shall proceed with a complete and full scale program to solve world problems and serve the welfare of all people on Earth, in accordance with the provisions of this World Constitution.
    Article X • The Enforcement System

    Sec. A. Basic Principles


    The enforcement of world law and world legislation shall apply directly to individual, and individuals shall be held responsible for compliance with world law and world legislation regardless of whether the individuals are acting in their own capacity or as agents or officials of governments at any level or of the institutions of governments, or as agents or officials of corporations, organizations, associations or groups of any kind.


    When world law or world legislation or decisions of the world courts are violated, the Enforcement System shall operate to identify and apprehend the individuals responsible for violations.


    Any enforcement action shall not violate the civil and human rights guaranteed under this World Constitution.


    The enforcement of world law and world legislation shall be carried out in the context of a non-military world federation wherein all member nations shall disarm as a condition for joining and benefiting from the world federation, subject to Article X VII, Sec. C-8 and D-6. The Federation of Earth and World Government under this World Constitution shall neither keep nor use weapons of mass destruction.


    Those agents of the enforcement system whose function shall be to apprehend and bring to court violators of world law and world legislation shall be equipped only with such weapons as are appropriate for the apprehension of the individuals responsible for violations.


    The enforcement of world law and world legislation under this World Constitution shall be conceived and developed primarily as the processes of effective design and administration of world law and world legislation to serve the welfare of all people on Earth, with equity and justice for all, in which the resources of Earth and the funds and the credits of the World Government are used only to serve peaceful human needs, and none used for weapons of mass destruction or for war making capabilities.

    Sec. B. The Structure for Enforcement: World Attorneys General


    The Enforcement System shall be headed by an Office of World Attorneys General and a Commission of Regional World Attorneys.


    The Office of World Attorneys General shall be comprised of five members, one of whom shall be designated as the World Attorney General and the other four shall each be designated an Associate World Attorney General.


    The Commission of Regional World Attorneys shall consist of twenty Regional World Attorneys.


    The members to compse the Office of World Attorneys General shall be nominated by the House of Counsellors, with three nominees from each Continental Division of Earth. One member of the Office shall be elected from each of five Continental Divisions by plurality vote of the three houses of the World Parliament in joint session.


    The term of office for a member of the Office of World Attorneys General shall be ten years. A member may serve two consecutive terms. The position of World Attorney General shall rotate every two years among the five members of the Office. The order of rotation shall be decided among the five members of the Office.


    The Office of World Attorneys General shall nominate members for the Commission of twenty Regional World Attorneys from the twenty World Electoral and Administrative Regions, with between two and three nominees submitted for each Region. From these nominations, the three Houses of the World Parliament in joint session shall elect one Regional World Attorney from each of the twenty Regions. Regional World Attorneys shall serve terms of five years, and may serve three consecutive terms.


    Each Regional World Attorney shall organize and be in charge of an Office of Regional World Attorney. Each Associate World Attorney General shall supervise five Offices of Regional World Attorneys.


    The staff to carry out the work of enforcement, in addition to the five members of the Office of World Attorneys General and the twenty Regional World Attorneys, shall be selected from civil service lists, and shall be organized for the following func tions: Investigation.


    Apprehension and arrest.


    Prosecution.


    Remedies and correction.


    Conflict resolution.


    Qualifications for a member of the Office of World Attorneys General and for the Regional World Attorneys shall be at least thirty years of age, at least seven years legal experience, and education in law and the humanities.


    The World Attorney General, the Associate World Attorneys General, and the Regional World Attorneys shall at all times be responsible to the World Parliament. Any member of the Office of World Attorneys General and any Regional World Attorney can be removed from office for cause by a simple majority vote of the three Houses of the World Parliament in joint session.

    Sec. C. The World Police


    That section of the staff of the Office of World Attorneys General and of the Offices of Regional World Attorneys responsible for the apprehension and arrest of violators of world law and world legislation, shall be designated as World Police.


    Each regional staff of the World Police shall be headed by a Regional World Police Captain, who shall be appointed by the Regional World Attorney.


    The Office of World Attorneys General shall appoint a World Police Supervisor, to be in charge of those activities which transcend regional boundaries. The World Police Supervisor shall direct the Regional World Police Captains in any actions which require coordinated or joint action transcending regional boundaries, and shall direct any action which requires initiation or direction from the Office of World Attorneys General.


    Searches and arrests to be made by World Police shall be made only upon warrants issued by the Office of World Attorneys General or by a Regional World Attorney.


    World Police shall be armed only with weapons appropriate for the apprehension of the individuals responsible for violation of world law.


    Employment in the capacity of World Police Captain and World Police Supervisor shall be limited to ten years.


    The World Police Supervisor and any Regional World Police Captain may be removed from office for cause by decision of the Office of World Attorneys General or by absolute majority vote of the three Houses of the World Parliament in joint session.

    Sec. D. The Means of Enforcement


    Non-military means of enforcement of world law and world legislation shall be developed by the World Parliament and by the Office of World Attorneys General in consultation with the Commission of Regional World Attorneys, the Collegium of World Judges, the World Presidium, and the World Ombudsmus. The actual means of enforcement shall require legislation by the World Parliament.


    Non-military means of enforcement which can be developed may include: Denial of financial credit; denial of material resources and personnel; revocation of licenses, charters, or corporate rights; impounding of equipment; fines and damage payments; performance of work to rectify damages; imprisonment or isolation; and other means appropriate to the specific situations.


    To cope with situations of potential or actual riots, insurrection and resort to armed violence, particular strategies and methods shall be developed by the World Parliament and by the Office of World Attorneys General in consultation with the Commission of Regional World Attorneys, the collegium of World Judges, the Presidium and the World Ombudsmus. Such strategies and methods shall require enabling legislation by the World Parliament where required in addition to the specific provisions of this World Constitution.


    A basic condition for preventing outbreaks of violence which the Enforcement System shall facilitate in every way possible, shall be to assure a fair hearing under non-violent circumstances for any person or group having a grievance, and likewise to a ssure a fair opportunity for a just settlement of any grievance with due regard for the rights and welfare of all concerned.

    Post-World War II
    World War II (WW2), 1939-1945, resulted in an unprecedented scale of destruction of lives (55 million dead, most of them civilians), and the availability of city-destroying atomic weaponry. Some of the acts committed against civilians during the war were on such a massive scale of savagery, they came to be widely considered as crimes against humanity itself. As the war’s conclusion drew near, many shocked voices called for the establishment of institutions able to permanently prevent deadly international conflicts. This led to the founding of the United Nations in 1945, which adopted the Universal Declaration of Human Rights in 1948. Many, however, felt that the UN, essentially a forum for discussion and coordination between sovereign governments, is insufficiently empowered for the task. A number of prominent persons, such as Albert Einstein, Winston Churchill, Bertrand Russell and Mahatma Gandhi, called on governments to proceed further by taking gradual steps towards forming an effectual federal world government.

    The years between the conclusion of WW2 and 1950, when the Korean War started and the Cold War mindset became dominant in international politics, were the "golden age" of the world federalism movement. Wendell Wilkie’s book "One World", first published in 1943, sold over 2 million copies. Another book, Emery Reves’ "The Anatomy of Peace" (1945) laid out the arguments for replacing the UN with a federal world government and quickly became the "bible" of world federalists. The grassroots world federalist movement in the US, led by people such as Grenville Clark, Norman Cousins, Alan Cranston and Robert Hutchins, organized itself into increasingly larger structures, finally forming, in 1947, the United World Federalists (later renamed to World Federalist Association, then Citizens for Global Solutions), claiming membership of 47,000 in 1949.

    Similar movements concurrently formed in many other countries, leading to the formation, at a 1947 meeting in Montreux, Switzerland, of a global coalition, now called World Federalist Movement. By 1950, the movement claimed 56 member groups in 22 countries, with some 156,000 members. In France, 1948, Garry Davis began an unauthorized speech calling for a WG from the balcony of the UN General Assembly, until he was dragged away by the guards. Mr. Davis renounced his American citizenship and started a Registry of World Citizens, which claimed to have registered over 500,000 people in less than two years. Opinion polls carried out by UNESCO in 1948-1949 found world government favored by a majority of respondents in six European countries and rejected in three other countries (Australia, Mexico and the United States).

    While enthusiasm for multinational federalism in Europe incrementally led, over the following decades, to the formation of the European Union, the onset of the Cold War (1950-1990), eliminated the prospects of any progress towards federation with a more global scope. The movement quickly shrunk in size to a much smaller core of activists, and the FWG idea all but disappeared from wide public discourse.

    However, one organization especially did exceptional work in laying the foundations for a future democratic federal world government that can easily be erected on these foundations. The World Constitution and Parliament Association (WCPA) was founded in 1958 by Philip and Margaret Isely of Denver, Colorado and soon joined by Dr. Terence P. Amerasinghe of Sri Lanka and Dr. Reinhart Ruge of Mexico, as Co-Presidents. Under the leadership of the WCPA, hundreds of world citizens, including many international lawyers and professors, met several times to initiate the process of writing a Constitution for the Federation of Earth.

    The WCPA then sponsored four Constituent Assemblies of world citizens during which the Constitution for the Federation of Earth was drafted, examined, debated, modified, and further developed - in 1968 in Interlaken, Switzerland, 1977 in Innsbruck, Austria, 1979 in Columbo, Sri Lanka, and 1991 in Troia, Portugal. Since the final approval of the Earth Constitution at Troia, Portugal, the document has been translated into 22 languages and distributed worldwide.

    After the Constitution was first approved in its substance at the Second Constituent Assembly in 1977, the WCPA also began organizing Provisional World Parliaments under the authority of Article 19 of the Constitution which allows for the development of Provisional World Government until such time as final ratification takes place under the conditions set out in Article 17. The first session of the Provisional World Parliament met in Brighton, England in 1982 and began the process of developing the basis for real world law (which applies to individuals) as opposed to international law (which applies only to sovereign nation-states). Sessions of the Parliament were subsequently held in New Delhi, India, Miami, Florida, Barcelona, Spain, Malta, Bangkok, Thailand, Chennai, India, and Lucknow, India. The Provisional World Parliament completed its Ninth session in Tripoli, Libya in April 2006. There is now a considerable body of high quality provisional world law that is on the web, much of which can be found in English, French, and Spanish. The WCPA also continues to work for the ratification of the Constitution for the Federation of Earth by the people and nations of Earth.

    Following the collapse of the Soviet Union in 1990, interest in a federal world government and, more generally, in the global protection of human rights, was renewed. The most visible achievement of the world federalism movement during the 1990s is the Rome Statute of 1998, which led to the establishment of the International Criminal Court in 2002. In Europe, progress towards forming a federal union of European states gained much momentum, leading, in 1992, to the Maastricht Treaty that established the European Union (EU). The EU expanded (1995, 2004) to encompass, in 2005, 450 million people in 25 member states. Following EU’s example, the African Union was founded in 2002 and the South American Community of Nations in 2004.

    Existing regional unions of nations
    The most relevant model for the incremental establishment of a global federation may be the European Union, which politically unites a large group of widely diverse, some formerly hostile, nations spread over a large geographical area. The EU, which is still evolving, already has many attributes of a federal government, such as open internal borders, a directly elected parliament, a court system and a centralized economic policy.

    The EU's lead is being followed by the African Union, the Association of Southeast Asian Nations and the South American Community of Nations. A multitude of regional associations, aggregrating most nations of the world, are at different stages of development towards a growing extent of economic, and sometimes political, integration.

    The current global governance system
    The United Nations (UN) is the primary formal organization coordinating activities between states on a global scale and the only inter-governmental organization with a truly universal membership (191 governments). In addition to the main organs and various humanitarian programs and commissions of the UN itself, there are about 20 functional organizations affiliated with the UN's Economic and Social Council (ECOSOC), such as the World Health Organization, the International Labour Organization, and International Telecommunications Union (chart). Of particular interest politically are the World Bank, the International Monetary Fund and the World Trade Organization.

    The World Bank and the International Monetary Fund (IMF), were formed together in Bretton Woods, New Hampshire, United States, 1944, to foster global monetary cooperation and to fight poverty by financially assisting states in need. The World Trade Organization (WTO) sets the rules of international trade. It already has a semi-legislative body (The General Council, reaching decisions by consensus), and a judicial body (The Dispute Settlement Body). Another influential economical international organization is the Organisation for Economic Co-operation and Development (OECD), with membership of 30 democratic members.

    A less formal organization, but highly influential in global politics, is G8, an association of eight of the richest and most technologically advanced democracies. The leaders of the G8 countries meet annually in person to coordinate their policies in confronting global issues, such as poverty, terrorism, infectious diseases and climate change.

    Militarily, the UN deploys peacekeeping forces, usually to build and maintain post-conflict peace and stability. When a more aggressive international military action is undertaken, either ad-hoc coalitions (eg, multinational force in Iraq), or regional military alliances (eg, NATO) are used.

    International law encompasses international treaties, customs, and globally acceptable legal principles. With the exceptions of cases brought before the ICC and ICJ (see below), the laws are interpreted by national courts. Many violations of treaty or customary law obligations are overlooked.

    The International Court of Justice (ICJ) (also known as World Court) is the judiciary organ of the United Nations. It settles disputes submitted to it voluntarily by states (only), and gives advisory opinions on legal questions submitted to it by other organs of the UN, such as the General Assembly or Security Council.

    A recent development in international law is the International Criminal Court (ICC), the first ever permanent international criminal court, which was established to ensure that the gravest international crimes do not go unpunished. The ICC treaty was signed by 139 national governments, of which 100 ratified it into law by October 2005.

    In addition to the formal, or semi-formal, international organizations and laws mentioned above, many other mechanisms act to regulate human activities across national borders. In particular, international trade in goods, services and currencies (the "global market") has a tremendous impact on the lives of people in almost all parts of the world, creating deep interdependency amongst nations (see globalization). Trans-national (or multi-national) corporations, some with resources exceeding those available to most governments, govern activities of people on a global scale. The rapid increase in the volume of trans-border digital communications and mass-media distribution (eg, Internet, satellite television) has allowed information, ideas, and opinions to rapidly spread across the world, creating a complex web of international coordination and influence, mostly outside the control of any formal organizations or laws.

    Commonly cited deficiencies
    International mechanisms for protecting basic human rights, or even preventing wide-scale atrocities, are weak and inadequate.
    While trade and finance treaties are mostly well enforced, agreements on social, human and ecological issues have very limited effect.
    Poor populations, especially in Africa, do not much benefit from, nor contribute to, the modern world economy.

    The on-line book A Global Parliament - Principles of World Federation, written as a textbook for a course on the subject of federal world government, provides an overview with emphasis on the EU and its history as a practical precedent.

    Those elites that come up with that stuff are probably really intelligent people, but are lacking basic common sense!!

    The people of our world are very diverse and have very different laws, customs, and beliefs. What in the heck makes those elites think they can have a big, one size fits all, world government? It's just crazy thinking!! Something like that might work if the world was more homogeneous, but it simply is not. It simply will not work!!

    Look how far they have come. They have been chipping away at our rights for many, many years. They have infiltrated our schools to dumb down our children. They have control of the MSM. They have created a large percentage of the population who live off entitlements from the government. They have control of the wealth. They have been pounding us with what I like the call "white guilt" for so long that many are afraid to speak up. They have injected political correctness very deeply into this country to the point that nobody can say anything without offending someone...The list goes on.

    They want the people dependent on the government and then they have you under their thumb because you need them to survive.

    If they can manage to disarm the citizens, they will have taken a big step which is what they are trying to do to the US now. The UN is meeting in NY in July to discuss the small arms ban. They already have done it in other countries.

    If the citizens are unarmed and they control the military....

    They know there will be people who raise a fit and one would be unwise to think they do not have a plan for those who will not comply.


    Geesh, do I sound like a conspiracy theorist or what
