    Keeping these characters locked up for such a long time as we have is a COST, that, in a normal war, would only go on for the duration until the victor sought reparations for their incarceration cost. (Except the Unites States would probably send them home with a bonus check.) But the point is, that someone should be responsible for the cost, especially since any international convention would recognize this as undeclared aggression. But since no State will claim them, we are stuck with the outlandish, ongoing and escalating costs connected with bringing them to justice.

    So, yes, millions and millions up to billions of taxpayer money to solve this. What a waste.
