The same motive they sell it for now. Anyone could grow their own pot and sell it to teens or adults at a lower price than legal pot because there would be no tax on it and lower overhead than legal growing operations. So legalizing sales to adults will not solve all problems.

If the legal age is 21 how do you keep a 21 year old guy from giving it to his 17/18 year old girlfriend?
    1. If a teen is growing pot in their bedroom, then their parents will know about it which makes it the parent's operation which will be their responsibility. If they grow beyond their own use, and sell it without a license, then they'd be subject to pricey fines if they were turned in.

    2. If a 21 year old buys some pot to share with his underage girlfriend, then it's the same as if the 21 year old buys some Jack Daniels, and binge drinks with his underage girlfriend. It's not our problem until someone turns them in. If someone does, then they both face a pricey fine.

    3. Teens are getting all the pot they want now. They're getting all the crack, cocaine, crystal meth and heroin they want now. Bad stuff, that's not made right, from bad people without any information, without any education. Teens are actually running a lot of the drugs, through gangs, to be cool, to make money, because they were forced into it, by foreign cartel thugs who would just as soon kill them or whack their arms off with a machete as look at them, who force them into addiction to force them to run the drugs, who threaten their families, who kill their friends to put the fear of God into them. Society can't control this with a gun in both of their ears, one from a drug dealer forcing them to work the business and the cops with a gun in their other ear. Society has to control this with a safe, legal, managed, controlled, educated, decriminalized US owned and operated drug business operating under a civil code that uses fines and loss of business as the enforcement tools, collects the taxes, and uses a portion to pay for the regulation enforcement, better education about the risk and consequences of drug use, provides free rehabilitation on demand without stigma for anyone who wants or needs it and then stops worrying about it.

    4. The way to reach the kids is through better education and provide the counseling, rehabilitation and medical care they may need from time to time on-demand without stigma at no cost which drug legalization will underwrite. The rest is up to the kids and their parents. But killing kids or throwing them in jail for using drugs hasn't done a damn thing to reduce the use or restrict this trade 1 iota after 100 years of trying to do so. It's madness to ruin a kid's life or anyone else's over smoking pot or using any other drug. It's just completely il-logical and counter-productive at best and at worst it's criminal to want to harm a child or an adult through law enforcement that hurts them more than the drugs you're trying to keep them away from.

    5. Once all the regulations are in place, and hopefully in a simple format so everyone understands the regulations that apply to them, the fines, education and free rehabilitation will work far better than this deadly out of control mess we've got going on now that we call the War on Drugs, that sends 7 blacks to prison for every 1 white person, when there are 5 times as many whites in our country and blacks and whites use drugs at the same rates with blacks actually using less in some categories such as pregnant women.

    6. The War on Drugs is racist, evil, lethal and immoral, and everyone who has worked in the War on Drugs knows that first-hand far better than I do. What we've allowed our authorities to do in the name "of the children" has destroyed the lives of far more children that it's helped. 31 million Americans arrested in the past 20 years, everyone of them with a family who had to worry far more about the safety of their loved one at the hands of our government, than the risk of drug use. When the enforcement is a greater threat than the drug use itself, it's been a total abject epic failure, and has to stop. The War on Drugs is the worst thing we've done to the people of our nation "for their own good", since slavery.

"Smoking marijuana is becoming even more popular among U.S. teens and they have cut down on smoking cigarettes, binge drinking and using methamphetamine, according to a federal survey released Monday.

The increase of teens smoking pot is partly because the national debate over medical use of marijuana can make the drugs seem safer to teenagers, researchers said."
