    LOS ANGELES — James "Whitey" Bulger, a notorious Boston gangster on the FBI's "Ten Most Wanted" list for his alleged role in 19 murders, has been captured near Los Angeles after living on the run for 16 years, authorities said Wednesday.

    The FBI tweeted his capture early Wednesday morning after Santa Monica Police Sgt. Rudy Flores said the agency informed him of the arrest.

    Bulger, 81, was the leader of the Winter Hill Gang when he fled in January 1995 after being tipped by a former Boston FBI agent that he was about to be indicted. Bulger was a top-echelon FBI informant.

    Over the years, the FBI battled a public perception that it had not tried very hard to find Bulger, who became a huge source of embarrassment for the agency after the extent of his crimes and the FBI's role in overlooking them became public.

    Prosecutors said he went on the run after being warned by John Connolly Jr., an FBI agent who had made Bulger an FBI informant 20 years earlier. Connolly was convicted of racketeering in May 2002 for protecting Bulger and his cohort, Stephen "The Rifleman" Flemmi, also an FBI informant.

    Bulger, 81, was the subject of several books and the inspiration for "The Departed," a 2006 Martin Scorsese film starring Leonardo DiCaprio, Matt Damon and Jack Nicholson.

    Bulger provided the Boston FBI with information on his gang's main rival, the New England Mob, in an era when bringing down the Mafia was one of the FBI's top national priorities.

    But the Boston FBI office was sharply criticized when the extent of Bulger's alleged crimes and his cozy relationship with the FBI became public in the late 1990s.

    During his years on the run, the FBI received reported sightings of Bulger and his longtime girlfriend, Catherine Greig, from all over the United States and parts of Europe. In many of those sightings, investigators could not confirm whether it was actually Bulger who was spotted or simply a lookalike.

    Flores said the FBI had been conducting a surveillance operation in the area where the arrest was made. He gave no details of the arrest.

    FBI Agents have arrested Top Ten Fugitive, James J. "Whitey" Bulger, and his companion, Catherine Greig, in California.

    Recent publicity produced a tip which led agents to Santa Monica, California, where they located both Bulger and Greig at a residence early this evening.

    Bulger and Greig were arrested without incident. Both are currently scheduled for an initial appearance in U.S. District Court in the Central District of California (downtown Los Angeles) on Thursday.

    FBI Used 'Ruse' To Lure Mobster To His Capture

    Bulger Charged With 19 Counts Of Murder

    LOS ANGELES (CNN) -- Authorities used a "ruse" to lure legendary mobster James "Whitey" Bulger out of his hideout -- a home in Santa Monica, California -- and arrest him, the FBI said Thursday.

    Acting on a tip, members of the fugitive task force staked out the home on Wednesday and then arrested him and his girlfriend, fellow fugitive Catherine Elizabeth Greig, who was inside the home, said FBI special agent Richard Deslauriers.

    Neither put up a fight, authorities said. After the arrests, members of the fugitive task force, which included the FBI and police, searched the home.

    The end of the 16-year manhunt for one of the nation's most notorious gangsters -- charged with 19 counts of murder and a slew of other crimes -- came within days of the FBI launching a publicity campaign, airing ads about Greig in 14 markets across the country where the couple was known to have ties, authorities said. The arrests were a "direct result" of the media campaign, authorities said.

    One of the FBI's Top 10 most wanted fugitives and the inspiration for the 2006 Martin Scorsese film, "The Departed," Bulger -- once head of Boston's Winter Hill Gang -- will make his first court appearance Thursday, the FBI said.

    In addition to the murder counts, Bulger is charged with conspiracy to commit murder, extortion, narcotics distribution and money laundering charges, the FBI said Bulger was an FBI informant before he fled in 1995 after an FBI agent tipped him off about an impending racketeering indictment.

    The 81-year-old Bulger -- known to alter his appearance through disguises -- was "considered armed and extremely dangerous," according to the FBI. "He has a violent temper and is known to carry a knife at all times."

    The FBI offered a $2 million reward for information leading directly to his arrest.

    "He's definitely a legend back there," Jimmy LeBlanc, who lives in California and used to live in Boston, told CNN affiliate KABC-TV. "You've heard all the stories, things he's done, corruption and all that. A lot of people said, 'Oh he's dead,' or maybe they don't want to see him get caught. He might take down the whole FBI if he starts talking."

    Bulger's brother William, former president of the Massachusetts State Senate, had little to say Thursday morning when a Boston Globe reporter approached him at his South Boston home.

    "No comment," said William Bulger, who answered the door in his T-shirt, the Globe reported. Told by the reporter that his brother had been arrested, Bulger said, "Thank you."

    William Bulger stepped down as president of the University of Massachusetts in 2003 after months of pressure by then-Gov. Mitt Romney. He had accused Bulger of being evasive during congressional testimony about his fugitive brother's whereabouts. Romney is a leading contender for the 2012 Republican presidential nomination.

    "I hope the capture of Whitey Bulger brings some measure of relief to the families of his numerous victims," Romney said Thursday in a statement released by his campaign. "It brings to a close a sad and sordid chapter in recent Massachusetts history."

    On Tuesday, the FBI began airing a 30-second public service announcement, buying about 350 spots in 14 U.S. cities.

    The ad focused on Greig, 60, and targeted female viewers around the same age. It described her as loving dogs and other animals and frequenting beauty salons. It said she had worked as a dental hygienist, likes to maintain her teeth, and has had multiple plastic surgeries.

    Bulger was sought "for his role in numerous murders committed from the early 1970s through the mid-1980s in connection with his leadership of an organized crime group that allegedly controlled extortion, drug deals, and other illegal activities in the Boston, Massachusetts, area," his FBI description said.

    An "avid reader with an interest in history," he was known to frequent libraries and historic sites, the FBI said.

    Interpol said both Bulger and Greig were subject of its red notices, "internationally wanted persons alerts, issued at the request of the U.S. authorities."

    The arrest "is testimony to the dedication and tenacity of the FBI officers involved who ensured that these fugitives and their crimes were never forgotten," Interpol said in a statement.

    "It is once again a clear signal for all fugitives everywhere, that no matter how much time has passed, once they are wanted they will remain wanted until brought to justice," Stefano Carvelli, assistant director of Interpol's Fugitive Investigative Support unit, said in the statement.

    Bulger has been in hiding since 1995.

    The agent who tipped him off about an impending indictment, John Connolly, was sentenced to 10 years in prison for racketeering and obstruction of justice charges. Connolly was later also sentenced to 40 years in prison for a mob-related killing of a witness who was about to testify against Boston mob members.

    Prosecutors said Connolly was corrupted by his two highest-ranking snitches: Bulger and Stephen "The Rifleman" Flemmi.

    The FBI put Bulger on its most wanted list in 1999 and had a special task force devoted to his capture.

    "The 81-year-old is known to disguise himself by dying his hair, wearing a moustache, and donning different types of glasses," the FBI said in a statement this week.

    Before his arrest, the last confirmed sighting of Bulger and Greig was in London in 2002.

    Whitey Bulger arrest: FBI agents seize $800,000 in cash, arsenal of weapons from Santa Monica apartment

    FBI agents combing through the Santa Monica apartment of notorious Boston mobster James "Whitey" Bulger seized about $800,000 in cash and "a fairly big arsenal" of weapons, federal law enforcement officials said.

    Several sources familiar with the investigation said about 30 weapons were found inside Bulger's third-story, rent-controlled apartment, where his property manager said he had been living for almost 15 years.

    The sources said that some of the weapons were tucked in hiding places around the 800-square foot residence, but declined to provide further details.

    On Thursday morning, a team of FBI agents and crime scene analysts searched Unit 303. They were seen carting off dozens of boxes and bags of evidence.

    Bulger, was one of the FBI's Ten Most Wanted fugitives, wanted in connection with at least 19 killings, racketeering and other crimes that spanned more than a decade. Bulger fled Boston in late 1994 as federal agents were about to arrest him.

    Bulger had lived in the Santa Monica apartment for at least 14 years and paid rent of a little more than $1,100 a month in cash, which was not that unusual, the property manager said.

    Neighbors said the couple did little that would be considered out of the ordinary and blended into the Santa Monica neighborhood, taking walks on the Third Street Promenade and visiting the 99 Cent Store on Wednesdays for weekly sales on organic produce.

    Although some neighbors said they had seen the couple walking a dog, the property manager said they did not have one. The building has a no-pet policy.

    Federal law enforcement officials in Washington and Boston said they received a good tip on Greig's whereabouts Tuesday night after airing public service announcements in 14 cities across the country.

    They began watching the Santa Monica residence Wednesday afternoon for several hours, then used a ruse to lure Bulger out. They arrested the couple without incident.

    One official said that when taken in, Bulger looked "a lot older" and not quite aware of what was happening.

    "He was just a very quiet guy," said one FBI official. "He was a very unassuming individual, and I don’t know anyone who knew where he was. He was not the kind to draw attention to himself, and that's how he escaped detection and capture all these years."
