The current controversy over illegal immigration and its impact on the growth of leprosy is largely based on a minor misunderstading on Dobbs side and the deliberate attempt to parlay it into repudiation of Dobbs on the other. As this article implicitly states failure to quarantine border jumpers has led to a revival of leprosy. Most people exposed to the disease for a brief period of time do not contract it but they instead develop antibodies as a defense against the disease which subsequently show up in diagnosis. Dobbs etal made the mistake of recounting positive diagnosis for antibodies showing exposure as full blown cases of the disease.
