WASHINGTON -- In a speech at Georgetown University that denounced global warming skeptics as members of the "flat-Earth society," Barack Obama announced a series of executive orders intended to curb carbon emissions by decree.

Mr. Obama justified this action as necessary because of Congressional opposition, and mandated by what he called the "overwhelming judgment of science, of chemistry, of physics, and millions of measurements."
