In fact Mike Pence wants to usurp those powers reserved to the States and people therein which Hamilton summarizes as follows:

The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce; with which last the power of taxation will, for the most part, be connected.

Seems to me Mike Pence needs to explain where the power has been delegated to the federal government to adopt and enforce a federal 15-week abortion ban.
