Raleigh, N.C. Lawmakers Eye Regulating Private Well Users

Raleigh, N.C. — State lawmakers are considering a proposal that would require homeowners and businesses that use private wells to report on how much water they consume.

A special legislative committee is expected to present a list of ideas to Gov. Mike Easley, who could push for drought legislation on various fronts during the General Assembly's short session, which begins in May.

About 40 percent of North Carolina residents use private wells, and their water use is an unknown variable for state officials trying to develop accurate models to manage water resources during the ongoing drought.

State Rep. Bill Faison, D-Orange, said lawmakers are considering fining well owners if they don't report their water usage. But he said he recognizes that calculating that consumption might be hard for many people, noting he had three wells on his Orange County farm.

"Everyone wants to do their part for water conservation, but I don't have any idea what the water consumption rate is in our home," Faison said.

Grady Poole's family has dug wells for decades, and he said many of his customers put wells in specifically to keep the government out of their lives.

"They want to rely only on themselves and not have to depend on government to take care of them," Poole said. "If you have a private well, you should be able to use it at your discretion – when you want it, how you want it."

But Georgiann Fonte, who gets her water through Raleigh's municipal system and has had to curb her gardening because of tight water restrictions, said regulating well users is a matter of fairness.

"All of us have to conserve. If we don't, we may not have drinking water or bathing water," Fonte said. "I would think they'd want to conserve just for the fact they won't want their wells to run dry."

They can pester people about how much of their own well water is used. But they cant be bothered to check on someone who cant prove their identity in a traffic stop. The NC legislature needs a serious attitude makeover.

I agree NC has a severe drought. I try to watch my water consumption. But I realized last night....why am I saving my shower water and cutting back when the over half million illegals are here? If the state of NC was so concerned about the shortage of water, they should round up/ship out the illegals that are draining our water supply. If they were gone, we would have more water available. I can bet you they don't care a rats butt about conserving. They probably don't know enough English to know the word.

What does this have to do with illegal immigration

    When does government interference stop?
Everyday government is more and more in our faces trying to tell us what we can and can't do, how we can act, what we can say and I'm just sick of it. How about government mind its own business for a change?

It doesn't have anything to do with illegal immigration thats why I posted it here in the "OTHER TOPICS NEWS AND ISSUES" section.

    USA and Ronny,

    I totally agree with you.
Its like they complain about global warming and then want 30 million more illegals to come here and drive. Makes no sense, but plenty of money for the slave drivers.

I completely agree with you! I recently sent a letter to the NC legislature asking them to pass illegal immigration legislation similar to OK, AZ and GA and I made it a point to mention the drought and the impact they (illegals) are having on our natural resources. If there were 600,000 less people in this state, I think we would be in better shape with our water supply.

I'm so ready for Easley's term to be up.

Good Grief! This is absolutely absurd!

Don't these idiots know that folks who rely on private wells for their water supply are well aware of the diminishing supply of fresh water? Much more aware and conservative than those who don't have private wells. As for the woman who says it's only fair for private well owners to have report consumption- She made the choice of where and how she lives. If she pays for her water, the usage should be kept up with. I paid for my land and well because I choose to live as far away from the general population as possible and it's none of anybody's business how much or how little water is used from my well. If it runs dry, that's MY problem- nobody else's. They can all stick their regulations where the sun don't shine!
