Who has the money and how is it being spent.
And how specifically did each administration spend the money? To say the Department of Education got $225,000 means nothing if we don't know how the money is spent. For all we know the $225,000 could have been spent for school supplies and/or to bring in teachers from Mexico. Big difference in terms of it's helpfulness to Americans.
