This is MUCH more than "central planning"!! It's codification into Federal Law the principles and policy recommendations in U.N. Agenda 21, a 300 page report with recommendations of the United Nations Conference on Environment and Development in 1992. Some borrowed from 1970 Rockefeller Fund publications. I've been trying to induce people to read this "agenda" for over 10 years, that is IF they want to keep their freedom and property rights. You will see much of this is what local planning entities have been doing for years! This is what the whole environmental movement is about.
