Former White House strategist Karl Rove says President-elect Barack Obama's choice for White House chief of staff, Rep. Rahm Emanuel, is a "sharp-edged partisan."

Obama's choice of Emanuel, a congressman representing Chicago's north side since 2003, is sure to raise suspicions among those worried that Obama's promises of post-partisan politics were mere rhetoric.

As chairman of the House Democratic caucus, the Illinois congressman is considered a skilled political organizer who has played a key role in thwarting President Bush's legislative agenda.

Speaking on Fox News' "Fox and Friends" program Wednesday morning, Rove said Obama's decision to make the political infighter his chief of staff is "not necessarily a good thing."

Rove predicted that Emanuel will have to "change his modus operandi" to work with the White House staff and members of Congress.
