Record Number of Americans Not in Labor Force in June

(CNSNews.com) - The number of Americans 16 and older who did not participate in the labor force climbed to a record high of 92,120,000 in June, according to data from the Bureau of Labor Statistics (BLS).
This means that there were 92,120,000 Americans 16 and older who not only did not have a job, but did not actively seek one in the last four weeks.

That is up 111,000 from the 92,009,000 Americans who were not participating in the labor force in April.
In June, according to BLS, the labor force participation rate for Americans was 62.8 percent, matching a 36-year low. The participation rate is the percentage of the population that either has a job or actively sought one in the last four weeks.
In December, April, May, and now June, the labor force participation rate has been 62.8 percent.

Before December, the last time the labor force participation rate sank as low as 62.8 percent was in February 1978, when it was also 62.8 percent. At that time, Jimmy Carter was president.
At no time during the presidencies of Ronald Reagan, George H.W. Bush, Bill Clinton or George W. Bush, did such a small percentage of the civilian non-institutional population either hold a job or at least actively seek one.
While the number of Americans not in the labor force increased, the unemployment rate dropped -- from 6.3 percent in April to 6.1 percent in June.

Millennials Unemployment Report: 15.2% of Workers 18-29 Out of Work – ‘More Jobs’ Needed

(CNSNews.com) – In an unemployment report issued by Generation Opportunity, a Millinneal think tank, data from the Bureau of Labor Statistics (BLS) show that 15.2 percent of adults age 18-29 were unemployed in June. This percentage includes those people who are no longer looking for work.
“15.2 percent of young people are out of work,” Patrice Lee, director of outreach at Generation Opportunity, said in a statement on Thursday. “On top of not having jobs and struggling with student loan debt, young people are paying for crony government policies like the Export-Import Bank.”
“My generation needs more jobs,” Lee said, “not more spending that only ends up lining the pockets of wealthy corporations.”
The report, using non-seasonally adjusted (NSA) data, shows the actual unemployment rate for all adults age 18 to 29 is 10.5 percent.

The report also shows that the declining labor force participation rate has created an additional 1.936 million young adults that are counted as “unemployed” by the Department of Labor because they have given up looking for work. Unemployment rates for minority Millennials is even higher, according to the report.
The unemployment rate for blacks, age 18 to 29, is 18.5 percent and the effective unemployment rate, including those no longer looking for work, is 22.6 percent.
The unemployment rate for Hispanics is 11.9 percent, with an effective unemployment rate of 16.1 percent.
Women age 18 to 29 are also experiencing high unemployment, with a 12.8 percent unemployment rate and an effective unemployment rate of 9.7 percent.

(CNSNews.com) - The number of women 16 and older not in the labor force climbed to a record high of 55,299,000 in June, according to data from the Bureau of Labor Statistics (BLS).
This means that there were 55,299,000 women 16 and older who not only did not have a job, they did not actively seek one in the last four weeks. That is up 282,000 from the 55,017,000 women who were not in the labor force in May.
In June, according to BLS, the labor force participation rate for women was 56.8 percent, the lowest it has been this year.
The labor force participation rate, as calculated by the BLS, is the percentage of this population that either has a job or actively sought one in the last four weeks. June’s participation rate of 56.8 percent matches the participation rate in October of 2013, but has not been this low for years -- not since October 1988.
While the number of Americans not working increased and the participation rate decreased, the unemployment rate for women 16 and older decreased over the month from 6.2 percent in May to 5.9 percent in June.
During that month, the number of employed women increased by 64,000 from 68,504,000 in May to 68,586 in June.

Hiring Pickup Aided By Rare Source of Strength: Governments

The recent hiring spurt—one of the best stretches since the late 1990s—has gotten a surprising lift by a major sector: government.
In June, all levels of government added a seasonally adjusted 26,000 employees. That gain outpaced the manufacturing and construction sectors — combined. Rising government employment not only adds to the total hiring figure, it also represents growth in a relatively well-paying field.
Public-sector employment grew by 54,000 so far this year. While that’s a modest fraction of the 1.4 million workers added to payrolls in 2014, it comes after five straight years of shrinking in the government workforce.

Government workers tend to be paid better than those in the fast-growing fields of retail and food service, and they typically receive health and retirement benefits. Well-compensated workers could support stronger spending and faster economic growth.
Municipal governments, which include public schools, have led the recent gains. Last month, local governments added 22,000 workers, while federal and state workforces grew by just 2,000 each.
The numbers likely reflect a stabilization in municipal finances, which are largely tied to home values and related property taxes. Crashing home prices during the financial crisis caused municipal tax revenue to fall, pushing employment down.
A return to government hiring also could have long-term benefits for the economy, said William Spriggs, chief economist for the AFL-CIO. Weak hiring by governments over the past five years suggests investments were not being made in education and infrastructure, he said.
“If we continue to cut investments, we’re not talking about headwinds,” Mr. Spriggs said. “We’re really talking about an anchor to long-term growth.”
The AFL-CIO has another reason to advocate for government hiring. Last year, 38.7% of public-sector employees were union members. That compares to just 7.5% in the private sector, according to the Labor Department said.
