San Diego's crime rate at lowest level since 1963

SAN DIEGO — San Diego, like big cities across the nation, continues to see its crime rate fall. Last year, the rate was the lowest it has been since 1963, city officials announced Wednesday.

California No. 1 in sexual crimes committed by illegal immigrants

California, the sunshine state, holds the No. 1 place of any state in the union for the highest number of serial rapes and murders, sexual homicides, and child molestation offences committed by an illegal immigrant.

According to an in-depth study conducted by Dr. Deborah Schurman-Kauflin of the Violent Crimes Institute in Altanta, GA, California is closely followed by Texas, Arizona, New Jersey, New York, and Florida.
Dr. Schurman-Kauflin's study included various sources including ICE (Immigration and Customs Enforcement) reports, public records police reports, and media sources.

This study, done over a 12-month period, is the only in-depth study of its kind. It used a sample group of 1,500 cases out of a pool of roughly 12 million. The study revealed that 2 percent of all illegal immigrants apprehended in the United States are sex offenders. This 2 percent figure translates into 240,000 illegal immigrant sex offenders.

According to CBS News, The 240,000 illegal immigrant sex offenders pale in comparison to numbers released by The National Center for Missing & Exploited Children who puts the number of registered sex offenders around 716,000.

This means there are 12 serial sexual offenders and 93 sex offenders
entering the United States every day, Monday through Friday.
The 1,500 offenders in this study had a total of 5,999 victims, and each sex offender averages four victims. The report went on to say these numbers place the estimated number of victims for the duration of the 88-month study at 960,000.

But, who are these faceless, nameless victims who are so easily dismissed as mere additions to the ever-rising statistics?

A total of 525, or 35 percent, were child molestations. The offenders choose victims who were easy to attack, as children are more vulnerable. Victims ranged from 1- to 13-years-old with the average age being six.
A total of 358 victims, or 24 percent of the total cases, were rapes. In these cases, 64 percent of victims knew their attackers. The next most likely victims were African American women and cases most often involved weapons. The victims suffered beatings while being raped, more than 70 percent of the time. A total of 67 percent of victims suffered sodomy during their attacks. Victims ranged in age from 16 to 79 years old, with the average age being 23.

A total of 3 percent of all rapes of innocent women were done by illegal immigrants who earned the title of serial rapists. Each serial rapist averaged five victims, with the number of victims ranging from two to 11.
Two serial rapists were confirmed as being HIV-positive, and another offender had a type of sexually transmitted disease, the study indicates.
According to the study, almost all of the offenders had prior records in their hometowns in Mexico. Only 2 percent of the offenders in this study had no history of criminal behavior beyond crossing the border illegally.
A total of 617 cases resulted in sexual homicides or serial murders. The most vicious and brutal of this category of crimes is the 6 percent of victims who were mutilated in addition to being raped. This suggests these crimes were committed by an angry, perpetrator personality. Their attacks are particularly brutal and the attacker uses a hands-on method of controlling or killing their victims.

Caucasian females were the No. 1 target, Hispanics were second, and African Americans were third. Victims ranged in age from 16-81.
The study also revealed 7 percent of child molestations victims were Hispanic (mostly illegal immigrants themselves); 36 percent were Caucasian; 8 percent were Asian; 6 percent were African American; and 3 percent were other nationalities. In total, 82 percent of victims were known to their attackers and offenders gained access to victims who worked as day labor at or near the victims' homes. The study reports offenders are extremely mobile, often work in low-skilled jobs, they're generally licentious and have little family stability. Furthermore, being highly mobile makes them harder to track down.

Dr. Schurman-Kauflin's also found 22 percent of all sex crimes committed by illegal immigrants involved physically and mentally handicapped citizens. These disabled victims were under the age of 18 and in those cases, the offender knew their victims. These sex criminals range from 16 to 69 years of age, with the average age being 32.

The average age of rapists was 26, while murderers averaged 28 years of age. The study indicates a trend is emerging, where offenders are getting younger and younger.

These offenders averaged four victims each and nearly 63 percent had been deported on another offense prior to the sex crime. In total, 81 percent of offenders were abusing either drugs or alcohol before committing their crimes.

The study showed most illegal immigrant offenders were released back into society, and those who were deported returned illegally. According to The Washington Post, tracking registered sex offenders in and out of prison is becoming more and more difficult.

The ACLU has a different view on illegal immigrants' activities and how federal and local law enforcement is unfairly targeting "undocumented immigrants" under criminal penalties rather than immigration laws. According to aclu.org:

In recent years, states and localities around the country have increasingly attempted to use state and local laws to impose criminal penalties on undocumented immigrants, and the federal government has increasingly chosen to criminally prosecute individuals who violate federal immigration laws rather than rely on the extensive federal civil enforcement scheme.

The piece went on to say:
More important, the federal government's decision t prosecute more immigration violations criminally has diverted resources from prosecution of serious violent and property crimes. As federal prosecutions for immigration law crimes such as illegal entry have increased dramatically with prosecutors, choosing to pursue 97 percent of all such crimes refereed to them, federal prosecutors have had less time for prosecutions for gun trafficking, public corruption, organized crime, and white-collar crime. Prosecutors currently only pursue charges on about 50 percent of white collar crimes sent to them by law enforcement. Localities and states that attempt to expend criminal justice resources targeting undocumented immigrants may reduce public safety overall.

Futhermore:
In addition, immigrants are not more likely to commit crimes than other residents of the United States. Studies have shown increased immigration does not lead to increased crime and immigrants are less likely to be incarcerated for violating criminal laws than non-immigrants. And a study of those immigrants most likely to be undocumented has concluded that they are not only substantially less likely to be incarcerated than non-immigrants to the United States
In total, 70 percent of all inmates in California prisons are undocumented immigrants.

Grassley: New 287(g) Policies Hamper Local Law Enforcement Ability to Apprehend Illegal Aliens

In a July 14 letter to DHS Secretary Janet Napolitano, Sen. Charles Grassley (R-Iowa) said he is worried that new departmental policies will weaken the 287(g) program, which was specifically designed to give local law enforcement offices the capability to investigate, apprehend, and detain illegal immigrants by entering into a cooperative agreement with the federal government. Grassley also noted that the Homeland Security Department’s changes are a step backward in the effort to enforce the nation’s immigrations laws and contrary to Napolitano’s apparent support for the program.

Sen. Grassley, who authored the 287(g) program, wrote:

When it was created, the 287(g) program was meant to help officers arrest and detain all illegal immigrants – not just convicted criminals or serious offenders. There is nothing in the Act that requires that the aliens in question be criminal aliens or be convicted of or arrested for other offenses. However, the changes your Department is forcing on agencies implies a three tier system only designed to get convicted criminal aliens off the streets. I am concerned that the changes being made will weaken our attempts to arrest and detain illegal immigrants in this country, no matter the magnitude of their crime. I’m afraid that your Department is too much concerned about criminal aliens, and not at all focused on illegal aliens who knowingly broke the law by crossing the border or overstayed a visa…

…Since 1996, the 287(g) program has proven beneficial to many communities who want to take action against illegal immigration…In addition to getting illegal aliens off our streets, the 287(g) program has the capacity to help our agents protect the homeland from potential terrorists…While it’s important to apprehend those who have already committed a crime, I’m afraid these new changes to the 287(g) program may preclude local law enforcement from apprehending illegal aliens who they encounter in the course of their normal duties.

…If you truly support this program, I would think you’d want to make the program more flexible for local law enforcement agencies. Your Department should also be more inclusive and encouraging for officers to want to undertake the delegation of authority to assist the Department in carrying out its duties…

The Secure Communities program was derived from the original 287(g) program. The focus of 287(g) was to deport all arrested illegals. Secure Communities, on the other hand, is mainly concerned with the deportation of those that DHS considers 'criminal' illegals.
