How is this kind of stuff allowed to occur under the radar. Who was in charge of vetting in the adoption process?

There is an apparent blind spot in the vetting process, and whomever was in charge needs to be investigated.

Was the social footprint of the two offenders checked before the adoption was, ok'd? It seems there is evidence the two perpetrators have been involved in perverted sexual activities for a number of years.
