    This is BS the Mexico City electric company was heavily fetherbeded under the control of a radical union. The way forward is privatization and an end to the monopoly on power generation and service provision. The power plants should be held by as many entities as can afford to build a plant and want to compete. There should be competition among varios contractors for construction and maintenance of electric lines.
