    There is actually a movement for a California State Border and Immigration Police and their informed position is that ICE would like more deportations but does not have the logistical capacity to bring people to their facilities. Individual municipalities lack it also but if the state were doing it there would be economies of scale.

    All of California's state prisons are full beyond capacity and there is no money or time to build more,

    so what facilities would they use?

    The state is broke so how would they pay for anything?

    Yes there was that ballot initiative a couple years ago but it didn't get enough signatures. Basically the initiative organizers were pretty lame.
