This was done on purpose just to cause more grief, upset, discomfort, confusion, etc.

They keep running this tactic: Cause a lot of trouble, and then afterward (might be years afterward), say they are sorry, they were wrong or some such thing ... like some of what they are now doing with the CV shots. It doesn't matter because THE DAMAGE HAS BEEN DONE.
