Well that will depend.
Judy my dear,

The local handyman who sells the property he has in his labor owns that property. Not the government. The local cabinet maker who builds a new kitchen cabinet owns that property. Not the government. Our founding fathers specifically declared in our Constitution that direct taxes are required to be apportioned! Taxes which reached the people’s property, whether real or personal, were considered by our founding fathers as being direct taxes, while a tax on the manufacture or use of a particular piece of property was considered to be indirect and required uniformity among the states if laid by Congress.
