    There is an irony here. The government has already tried numerous approaches to allowing foreign nationals to have work permits and temporary citizenship and THEY ALL BECOME PART OF A LONG STRING OF BROKEN RULES AND LAWS. Norris' potential solution is no different than any other other "guest worker" or "temporary resident" program that has failed before because no one takes the rules seriously. Norris must be in the twilight of his career if political forces are causing him to ditch his conservative beliefs.
