No no, he was going to sign the new deal in 90 days by giving Congress notice of his intent to end NAFTA and do a new deal. By giving notice to Congress yesterday, that requires the full text of the agreement be sent to Congress within 30 days of the Presidents notice to them which was yesterday of the exact language of the new agreement. A new deal can't be signed for 90 days following notice to Congress. That's why they keep talking about the countries signing it December 1. That's 90 days from yesterday. Same schedule, nothing's changed, other than Trump hoped Canada could get on board by Friday when he gave notice to Congress. They chose not to, so it doesn't really matter, but if they wanted the 3 party deal, then Canada sort of blew it. Nothing can be finalized on the new deal with or without Canada before December 1 by law.
