    Mitt Romney used a tough new campaign speech to personally blast the Obama campaign on Tuesday, saying comments earlier in the day from Vice President Biden are "what an angry and desperate Presidency looks like."

    "Mr. President, take your campaign of division and anger and hate back to Chicago," Romney said while campaigning in Ohio.

    Romney was responding to Biden's suggestion that the GOP ticket's economic policies would “put y’all back in chains."

    The vice president made the remark while campaigning in Virginia, during a discussion of Wall Street regulation.

    "They’ve said it. Every Republican’s voted for it. Look at what they value and look at their budget and what they’re proposing. Romney wants to let the — he said in the first 100 days, he’s going to let the big banks once again write their own rules — unchain Wall Street," Biden said. "They’re going to put y’all back in chains. He’s said he’s going to do nothing about stopping the practice of outsourcing."


    Romney repeatedly and harshly criticized Team Obama for the remarks.

    "His campaign and his surrogates have made wild and reckless accusations that disgrace the office of the Presidency. Another outrageous charge came a few hours ago in Virginia. And the White House sinks a little bit lower," Romney said.

    "This is an election in which we should be talking about the path ahead, but you don't hear any answers coming from President Obama’s re-election campaign. That’s because he's intellectually exhausted, out of ideas, and out of energy. And so his campaign has resorted to diversions and distractions, to demagoguing and defaming others. This is an old game in politics; what’s different this year is that the president is taking things to a new low."

    Romney's remarks echo those of his campaign spokeswoman, who earlier in the day called Biden's remarks a "new low."

    The counter-punches mark a much tougher tone from Team Romney, who have criticized the Obama campaign before, particularly over a controversial ad by pro-Obama super PAC Priorities USA Action that links Romney to a woman's death, but never in such blunt or harsh terms.

    The commercial aired for the first time Tuesday on a television station in Cleveland. Romney made his remarks in Chillicothe, Ohio. The Buckeye state is one of the most important in the election. No Republican has ever won the presidency without winning Ohio.


    Obama campaign spokesman Ben LaBolt said Romney seemed "unhinged."

    “Governor Romney's comments tonight seemed unhinged, and particularly strange coming at a time when he's pouring tens of millions of dollars into negative ads that are demonstrably false," LaBolt said in a statement.

    Romney new tone could be due to the addition of Rep. Paul Ryan (R-Wis.) to the ticket, which was seen as energizing the GOP campaign. And it could be because the election is growing closer and polls show the race is neck-and-neck.

    Biden himself explained his remark later on Tuesday, saying "I think I said instead of ‘unshackled,’ ‘unchained.’"

    The vice president then criticized Romney's campaign for arguing his comments were outrageous.

    "If you want to know what’s outrageous, it’s their policies and the effects of their policies on middle class America. That’s what’s outrageous," Biden said.

    Obama deputy campaign manager Stephanie Cutter also defended Biden's remarks, saying they "were a derivative of those remarks, describing the devastating impact letting Wall Street write its own rules again would have on middle-class families."

    Speaking on MSNBC Tuesday afternoon, she blasted the Romney response as "faux outrage."

    Asked by host Andrea Mitchell if she would say the vice president went too far, Cutter responded, "No, I'm not."

    "The bottom line is we have no problem with those comments," Cutter added.

    Romney campaign spokeswoman Andrea Saul then released a second statement criticizing the Obama campaign.

    “In case anyone was wondering just how low President Obama could go in his campaign for reelection, we now know he’s willing to say that Governor Romney wants to put people back in chains," Saul said. "Whether its accusing Mitt Romney of being a felon, having been responsible for a woman’s tragic death or now wanting to put people in chains, there’s no question that because of the president’s failed record he’s been reduced to a desperate campaign based on division and demonization.”

    In a statement released after her appearance on MSNBC, Cutter said the Romney campaign's outrage was "hypocritical" given Romney's stump speech that she said questioned the president's patriotism.

    Vice President Biden raised eyebrows today when he referred to the Republican party as wanting to put voters in chains.

    Specifically, the vice president said to the Danville, Virginia, crowd that the House GOP budget, partly written by House Budget Committee Chairman Rep. Paul Ryan, R-Wisc., gives an indication of the Republican presidential ticket’s values.

    “We got a real clear picture of what they all value,” Biden said. “Every Republican’s voted for it. Look at what they value and look at their budget and what they’re proposing. Romney wants to let the — he said in the first hundred days he’s going to let the big banks once again write their own rules, ‘unchain Wall Street.’ They’re going to put y’all back in chains.”

    An Obama campaign official tells ABC News that “as the full quote makes obvious, the Vice President was clearly using a metaphor to describe the devastating impact of deregulating Wall Street and the financial industry, as well as how Governor Romney’s policies would take us back to the same failed formula that led to the 2008 financial crisis – the same failed formula that benefitted a few, but crashed our economy and hurt the middle class.”

    Defenders of the vice president suggest that he inartfully was attempting to play off language Republicans have used about President Obama needing to “unshackle” small businesses and the economy.

    Asked about the comments by Andrea Mitchell on MSNBC, Obama campaign deputy campaign manager Stephanie Cutter said the president “probably agrees with Joe Biden’s sentiments. I mean he’s using a metaphor….He was making a point that if we repeal Wall Street reform which is what Mitt Romney and Paul Ryan want to do, we’re going to go back to the days where they’re writing their own rules, and we saw what happened. Taxpayers had to bail them out. We had to spend billions of dollars of taxpayer dollars bailing them out. Now I would think that that, you know, that is a problem for middle class taxpayers. That would hamper their ability to take care of their own finances.”

    Cutter said, “the bottom line is that we have no problem with those comments.”

    Romney spokesperson Andrea Saul said, “In case anyone was wondering just how low President Obama could go in his campaign for re-election, we now know he’s willing to say that Governor Romney wants to put people back in chains. Whether its accusing Mitt Romney of being a felon, having been responsible for a woman’s tragic death or now wanting to put people in chains, there’s no question that because of the President’s failed record he’s been reduced to a desperate campaign based on division and demonization.”

    Mr. Biden also told the crowd that if they get out the vote, “we can win North Carolina again.” Danville is close to the North Carolina border, but it is in fact in Virginia.

    In the past three and half years, there are two things that Vice President Joe Biden has excelled at: using foul language and making ridiculous statements.

    In some of his latest examples of brilliance, Vice President Biden told an audience in Danville, Virginia that they could help him and President Obama win North Carolina. After confusing Virginia with North Carolina, Biden proceeded to tell the audience that Romney will put them back in chains.

    “They’ve said it. Every Republican’s voted for it. Look at what they value and look at their budget and what they’re proposing. Romney wants to let the—he said in the first 100 days, he’s going to let the big banks once again write their own rules–unchain Wall Street. They’re going to put y’all back in chains. He’s said he’s going to do nothing about stopping the practice of outsourcing…”

    The Romney camp quickly replied to Biden’s slavery comments with a statement released by spokesperson Andrea Saul:

    “The comments made by the vice president of the United States are not acceptable in our political discourse and demonstrate yet again that the Obama campaign will say and do anything to win this election. President Obama should tell the American people whether he agrees with Joe Biden’s comments.”

    However, I believe the biggest gaff of the day took place when Tom Perriello, President of the Center for American Progress Action Fund introduced Biden as “the conscience of our nation’s capital.”

    But the more I think about his description of Biden, the more I think Perhaps Perriello is right. Under Obama’s leadership, Washington has become the home of outrageous lies, illegal actions, defiance of federal law and the most corrupt and worthless administration in the history of the United States. In that context, I would have to agree that Biden could be considered the conscience of the nation’s capital since he hasn’t exhibited any sense of decency, honesty or integrity since he became Obama’s clown, er, I mean Vice President.

    Rehashing some of Vice President Joe Biden’s greatest hits, the conservative American Crossroads PAC released a new Web video urging Biden to “Run. Joe. Run,” in a joke endorsement Friday.
    “In hard times America needs smart, disciplined leadership, a vice president Americans can count on,” the narrator explains, followed by a clip of Biden infamously calling “jobs” a three-letter word.
    “Improving race relations,” the narrator continues, as the ad cuts to video of a recent Biden speech in which he told a largely African-American audience that Republicans would “put y’all back in chains.”

    So last year, our esteemed vice president made an outrageous remark about rape, blaming it on Republicans, and somehow this did not damage the Democrat brand. Todd Akin is destroying the Republican brand, right? Biden, oh, that’s old Joe. That’s just Joe. Now, I know there are some Democrats who wish Biden would be sent packing, but they are few and they are not afforded a big soapbox. That was October 12th. On October 18th, Biden went to Philadelphia, University of Pennsylvania. After a roundtable with police chiefs from Pennsylvania, New Jersey, and Delaware, he was discussing the impact of budget cuts on their ability to effectively police their communities. And he was talking about the American Jobs Act, and Biden said it again.
    BIDEN: Let me tell you, it’s not temporary when that 911 call comes in, a woman’s being raped, if a cop shows up in time to prevent the rape, it’s not temporary to that woman. It’s not temporary to the guy whose store is being held up and there’s a gun pointed at his head. If a cop shows up and he’s not killed, that’s not temporary to that store owner. Give me a break, temporary.
    RUSH: So in Flint, Biden essentially blames Republicans for increased rapes. A week later he goes in to Philadelphia and doubles down on it. Rank, utter stupidity, embarrassingly so, but nobody said that old Joe was damaging the Democrat brand. It’s just old Joe. That’s just Joe. The Democrats seem to be perfectly fine with stupidity at the highest levels of their party.
