Once-a-decade tally guides disbursement of millions

The oversized envelopes arriving in mailboxes this week from the U.S. Census Bureau may seem like a needless distraction. Yet for anyone fed up with traffic-choked freeways, in need of affordable housing, looking for a job, or struggling to feed a family, filling out that 10-question form could mean the difference in tens of millions of dollars for San Diego County and its more than 3 million residents.
Census officials have taken great pains to spread word across the country that every person matters in the once-a-decade population count, emphasizing that more than $400 billion in annual federal aid tied to about 140 programs is at stake. Each person counted translates into $1,500 in funding, the Census Bureau estimates.
In San Diego County, more than $3.6 billion in federal money calculated on the basis of census-related data was disbursed in 2008, funding a broad range of needs from medical care and rental housing subsidies to school lunches and nonprofit jobs programs, according to the Brookings Institution, a think tank in Washington, D.C.
While one of the key roles of the decennial census is to determine congressional representation, the nationwide enumeration is equally important in guiding disbursement of funds not only to states and local jurisdictions, but also to school districts, transportation agencies and nonprofits serving lower-income communities.

is it just me, or all these precious dollars people talk about getting.......can someone tell me where they come from ?
I mean, I know its from the feds, the feds get their money from taxes......but, sinc the feds with all the entitlement programs, are already in debt way over tax revenue
where is this new money gonna come from ?
