A word on the phrase: "New World Order" This means different things to different people. How the CFR uses it is probably different than Bush 41.
George HW Bush was referring to the notion that international boundaries should remain EXACTLY AS THEY WERE when he gave his speech. Just as he used this doctrine to justify stopping Iraq's push over the border into Kuwait, it seems it would also work against Mexico's gradual infiltration and dissolution of our southern border. Even in the UN parlance of the time, it was meant as a support FOR borders, not the deconstruction of them.
