Jackson asked to add this to the agenda. Bellamy requested it be discussed in a work session. Jackson said there were matters that needed to be brought to public attention immediately. City Engineer Cathy Ball announced that on December 1 citizens would begin receiving bills for stormwater runoff. An ad will be placed in the newspaper, and explanatory flyer will be sent to 19,000 homes. Davis asked if the billing would be separate from the water bill. Ball said it would, because property owners, not tenants, would be responsible for payment. Bills will be due 30 days after delivery, and late penalties will be charged. Bellamy asked how the late fees were determined, and Ball said the matter was decided during Council’s budget session.
