How Texas Is Tackling 'Birth Tourism'
By B.D. HobbsAug 14, 2026
Last week, President Trump issued two new Executive Orders against 'birth tourism'. But how is Texas tackling the issue?
Last month, Governor Greg Abbott signed his own Executive Order instructing the Texas Health and Human Services Commission (HHSC) to investigate so-called "birth tourism" packages.
"To make sure that any claim or allegation of birth tourism in Texas will be fully prosecuted, and that will be completely eliminated from the state of Texas" Abbott said during an interview with KTRH's Sean Hannity.
It's yet another example, of how Texas is leading the way on a critical immigration issue.
“Time and time again, Texas has had to act where the federal government has fallen short,” says Selene Rodriguez, with the Texas Public Policy Foundation. “The state can enforce its laws against fraud, protect taxpayers from exploitation, and hold accountable those who profit from abusing the immigration system.”
And that includes, suing a hospital in Houston that facilitated over 1,000 births to Chinese nationals.
"Texas has to be the anchor that helps save this country" said William Gheen, founder of ALIPAC, "Because it's not going to be California and New York, it's either going to be Texas and Florida, and we're going to do things the American way, or it's going to be blue-state socialism and communism."
Governor Abbott also said he also intends to work with the Texas Legislature next session to strengthen state law and eliminate birth tourism in Texas.
