District Information
Please give a brief description of your district: State of Arkansas (the contested seat is in the U.S. Senate). Historically a Democrat state, but less so in recent years. This is partly due to disenchantment of conservative southern Democrats with an increasingly liberal national Democrat party.
Percentage of Democrat, Republican, and Unaffiliated Voters: Slightly more Democrats than Republicans, but there are large numbers of conservative Democrats. Arkansas’ first Republican U.S. Senator since the post-Civil War Reconstruction era was elected just 8 years ago, and only lost his re-election bid due to his own personal problems. Therefore, both of Arkansas’ U.S. Senators are currently Democrat.

Short Answer
Has your campaign addressed the topic of illegal immigration in speeches, commercials, ads, or campaign materials? What are those messages? (Please provide sources or examples)
On our main campaign flyer: “[Jim Holt] has a thorough plan to secure our borders, deport people who are here illegally, and to stop terrorists in their tracks.
From our primary election flyer:
Jim will work to enforce our immigration laws and to restore security to our borders. ‘A nation that will not secure its borders will cease to be a nation.’-Jim (c.f. http://www.jimholt.us/images/Holts2004.jpg )
From our campaign’s website: http://www.jimholt.us/issues.htm#immigration
From an article covering a speech given by Holt during the primary for this race:
[Holt] said the government should toughen penalties on companies that hire illegal aliens hoping to secure cheap labor. It ends up costing taxpayers when those workers tap into the government social service system, he said. “Employers may get cheap labor… but that is only because many of the costs of having illegals in the country are shifted to the taxpayers, he said. “This cost shifting is a sophisticated form of theft that must end. (c.f. https://library.ardemgaz.com/SecureAuth ... gal+aliens )
From a press release regarding his opponent’s plan to make the IRS Child Tax Credit fully refundable, and therefore eligible to illegal aliens:
See press release on page 4 below
What do you feel your opponent’s stance on illegal immigration or immigration reform is or would be?
Enabling the IRS Child Tax Credit to be made available to illegal aliens; socialized Health Care “free to illegal aliens; six more years of doing nothing to secure our borders;
Have you been endorsed by or received contributions from any other immigration reform or illegal immigration reduction groups at this time?
Not yet;
Would you openly accept an endorsement and or contribution from ALIPAC?
Yes, certainly! With respect to a contribution, we feel that Senator Lincoln is VERY vulnerable, but we have not had the funding necessary to sufficiently expose our opponent’s liberal voting record. With just a relatively small amount of television advertising and voter education, I believe Lincoln will suffer a politically mortal wound.

ALIPAC Endorsement Press Release: Jim Holt
Americans for Legal Immigration PAC (ALIPAC) Endorses Senator Jim Holt for US Senate (AR)
For Immediate Release Wednesday, October 20, 2004
Contact: William Gheen
President, Americans for Legal Immigration PAC
(866) 329-3999
WilliamG@alipac.us
www.Alipac.us
Americans for Legal Immigration PAC (ALIPAC) is pleased to announce our endorsement of Senator Jim Holt for US Senate in Arkansas based on his commitment to reduce illegal immigration, secure America’s borders, and restrict welfare to those that violate our immigration laws.
“Americans want more done to stop the recent wave of illegal immigration that is the largest in our nation’s history. says William Gheen, President of ALIPAC. “The cost to the taxpayers is in the billions and our health care systems, educational systems, and law enforcement agencies are struggling to cope. We are offering our support to Senator Jim Holt because he is the candidate of choice by voters that want illegal immigration reduced.
ALIPAC’s members have endorsed Jim Holt because he has illustrated that illegal immigration concerns are an important part of his campaign. He received high rankings on his candidate survey which can be viewed at www.alipac.us Jim Holt has stated he will oppose amnesty for illegal immigrants, oppose benefits such as driver licenses and in-state tuition for those that break our immigration laws, and will support the deportation of illegal aliens currently in the US.
NumbersUSA and Americans for Better Immigration give Holt’s opponent, Blanche Lincoln, a low grade of ‘D+’ due to her recent legislative activities. In 2003, Senator Lincoln co-sponsored S.1545 “Dream Act to grant in-state tuition and amnesty to illegal aliens. She has also co-sponsored several bills that provide amnesties for illegal aliens 2000-2003. Senator Lincoln’s recent legislative behavior diverges from her earlier posture on illegal immigration.
“The American public does not want their tax dollars subsidizing tuition and providing benefits to people that are in our country illegally. William Gheen said. “They also oppose amnesty for illegal aliens. Senator Lincoln is an amnesty supporter and she supports social welfare for illegal aliens. ALIPAC calls on the voters of Arkansas to support Senator Jim Holt for US Senate because he will represent the will of the public on this issue.
