Investigators say Jean-Louis and Cooper met while both worked at the Walmart in 2024 and later married in what officials described as an immigration-related arrangement intended to help him obtain a green card.

Cooper allegedly told him she could help him get legal status.

Officials denied the marriage petition in July, after which Cooper withdrew the filing and cut off contact.

Court documents and local reporting indicate Jean-Louis became angry, repeatedly contacted store employees asking about her schedule, and was placed by cell-phone data outside the store on multiple nights.

A co-worker told police he had previously admitted assaulting Cooper and said that in Haiti “such disrespect was not tolerated.”

Multiple DHS sources confirmed to Fox News that Jean-Louis flew into Fort Lauderdale International Airport on November 24, 2023, under the CHNV program for migrants from Cuba, Haiti, Nicaragua, and Venezuela.

Jean-Louis’ parole status was revoked on June 12, 2025, after the Trump administration ended the program, yet he remained in the country.

“He chose to overstay his welcome in violation of our nation’s laws. Under President [Donald] Trump and [DHS} Secretary [Markwayne] Mullin, if you break the law, you will face the consequences.

Criminal illegal aliens are not welcome in the U.S.,” DHS said in a statement about the case provided to Fox News.

ICE arrested him on October 23 in Philadelphia, and he was later transferred to local authorities and charged by the Montgomery County District Attorney’s Office with first-degree murder, third-degree murder, illegal alien use of a firearm, carrying a firearm without a license, and possession of an instrument of crime.

Jean-Louis is currently being held without bail.
