The Woodburn Police Department has identified a toddler killed in a crash Monday as 2-year-old Gabriel Rosas Vargas.

The boy was with his mother and sister about 4 p.m. in A&J Market at Front and Harrison streets in Woodburn when he ran outside and into a crosswalk, said Sgt. John Mikkola, a police spokesman.

At the same time, a pickup stopped at a stop sign, then pulled away, running over the boy.

Witnesses described the white GMC truck and gave its license plate number, helping officers to find it 10 minutes later in nearby Hubbard.

Victor Noe Garcia Hernandez, 23, of Woodburn was brought back for questioning.

Police arrested him on accusations of criminally negligent homicide, driving under the influence and hit-and-run. He was lodged in the Marion County Jail.
