Federal investigation leads to guilty plea in Pennsylvania illegal voting case

A Philippine citizen living in Lehigh County, Pennsylvania, pleaded guilty last week to unlawfully casting a ballot in the 2024 general election, federal authorities announced Monday.
The U.S. Attorney’s Office for the Eastern District of Pennsylvania stated that Evelyn Novelles Miller, a Lawful Permanent Resident from the Philippines, entered the guilty plea on September 16. The case stemmed from an investigation coordinated by Homeland Security Investigations (HSI) Allentown and the Federal Bureau of Investigation (FBI).

Investigators opened the case after receiving reports that an individual living in Lehigh County had improperly registered and cast a ballot. Federal filings state that Miller registered to vote online on October 9, 2024, and cast her ballot in person at a polling location in Emmaus on November 5, 2024.
Special agents from HSI and the FBI interviewed Miller at her home on July 29, 2025. During the interview, Miller confirmed to investigators that she had registered online before the deadline and voted at her local precinct on Election Day, recounting the specific steps she took at the polling station.

Records indicate Miller received Lawful Permanent Resident status from the Biden administration on July 19, 2024, approximately three months before registering to vote. Federal law prohibits non-citizens from voting in federal elections.
“This alien from the Philippines pleaded guilty to illegally voting in the 2024 election in Pennsylvania,” Department of Homeland Security Secretary Markwayne Mullin said in a statement. “Thanks to the hard work of the men and women of HSI, as well as our partners at the Department of Justice, this alien will soon face justice for her efforts to subvert our elections. American elections are for Americans only.”

LEHIGH COUNTY, Pa. – A 37-year-old Emmaus woman pleaded guilty on Wednesday to illegally voting in the U.S. 2024 general election, says United States Attorney David Metcalf.
Evelyn Miller, a Philippine citizen lawfully residing in the U.S., pleaded guilty to illegally voting in the 2024 general election in court on Wednesday, Metcalf said.
Under both federal and state law, only U.S. citizens may vote in Pennsylvania.

Authorities say Miller is scheduled to be sentenced on December 16 and faces a maximum sentence of one year in prison, one year of supervised release, a $100,000 fine, and a $25 special assessment.
Miller’s case was investigated by both Homeland Security Investigations and the FBI.

The U.S. Attorney's Office for the Eastern District of Pennsylvania announced that on September 16, Evelyn Novelles Miller, a Lawful Permanent Resident, pleaded guilty to illegally voting in the 2024 election.
HSI Allentown opened an investigation after receiving information about an individual in Lehigh County, Pennsylvania, who may have registered to vote or voted unlawfully. Miller is alleged to have registered to vote on October 9, 2024, and to have voted in the November 5, 2024, general election.
On July 29, 2025, HSI and FBI Special Agents interviewed Miller at her residence. Miller confirmed to agents that she registered to vote online before the 2024 general election and voted in person on Election Day, describing the process, including going to her polling place in Emmaus.

Miller is alleged to have registered to vote on October 9, 2024, and to have voted in the November 5, 2024, general election.
