Absolutely. Too many people seem to get hung up on whether there is some additional, ulterior motive that must be present for a violation of these laws. Yes, they are transporting them! Other interpretations are merely reading into the law. And they are also 'shielded' when they are on a bus, just as much as if they were in someone's basement, or hanging out in a tavern, or in the Home Depot. The law needs to be read plainly.
