    DEAR FRIENDS,

    Voting on whether to bring the Kennedy/Bush Comprehensive Amnesty bill back to the floor of the Senate could begin as early as tomorrow (Wednesday). And if that wins, a cloture vote could occur Friday.

    All of us must tell our Senators that any YES vote on any provision that puts the bill on the floor or moves it forward WILL be considered a VOTE FOR AMNESTY.

    Insist on a NO for all procedural votes.

    I'm including in this email links to two short papers that will be of great help (as Terry notes above) to you as you contact your two U.S. Senators today:

    If you've ever lacked confidence in arguing for defeat of the S. 1348 amnesty bill, these are the short documents you've needed.

    ACTION No. 1: Phone both of your Senators again today.

    Choose one or two of the flaws to talk about in your call.

    Tell them it will not be enough to vote NO on the final passage. If they want credit for opposing amnesty, they have to vote NO on all clotures and other procedural votes that would allow the bill back on the floor in the first place.

    Last year, several Senators voted YES on cloture when their NO vote would have made the most difference but then voted NO on the final vote when they had no chance of killing the amnesty.

    We won't let anybody get by with that this year.

    Many of you last week complained that your Senators seemed to have turned their phones off as you could never get through. We've talked with many staffers in the Senate who said that turning off the phones is just too radical and never really happens.

    The staffers said you couldn't get through because the volume of phone calling was so high. There were Senate offices last week in which the phones rang as fast as they were hung up. Way to go!

    THESE SENATORS VOTED 'NO' TWO WEEKS AGO
    BUT NEED A LOT MORE PUSH TO VOTE 'NO' THIS WEEK


    Our coalition of advocacy and Senate allies say they are very hopeful to win these Senators over but that they also could easily vote YES at this point.

    If we defeat the amnesty this week, it will be because you did a fantastic job in getting nearly all of these to vote NO.

    These folks need a whole lot of help. Please give it to them. Tell them they were right to vote NO two weeks ago and that no amendment that has been proposed for this round will make the bill enough better to deserve a YES vote this week. Thus, they should vote NO on all attempts to even bring this bill to a floor and vote NO on any attempt to try to bring up a package of amendments.

    Because of opposition from labor unions to the guest worker provisions, a few of these Democrats might switch if they felt enough heat from their constituents.

    You should not give up on these Senators. At the very least, make them feel nervous about casting a YES vote. Several of these are presidential candidates who have to be thinking how this will affect them in the general election.

    It is always easier if you take something with you that you can read from or point to or just hand over to a staffer.

    I think the message that staffers most need to hear is that you have to believe that the Senator has been misinformed if he/she is supporting S. 1348. Then point out one or two of the flaws we've listed on the print-outs.

    Your Senator's entire record of immigration actions. Let the staffers know that they can't hide anything -- that NumbersUSA publicizes every move and never forgets. And you can pick out specific actions in the past that you laud or condemn.


    Your Senator's overall immigration-reduction grade. If they have a good grade, tell them that the grade will plummet if they vote to bring this bill back to the floor. If they have a bad grade, tell them they have a chance to greatly improve the grade by just standing with the people of your state against all efforts to bring it to the floor.


    Any kind of home made sign that you can hold up while waiting on the sidewalk would enhance the influence of your participation.


    Print a still photo of our NumbersUSA ad that is running in Mississippi right now, challenging Sen. Lott (R-Miss.) for having led the effort to bring the amnesty back to the floor.

    Many of the waffling Senators are giving as their excuse for considering a YES vote on the amnesty that this bill will begin to reduce future illegal immigration which is better than doing nothing.

    I was on a radio show this morning in Jackson, Miss., in which the host repeatedly argued with me that anybody opposing this bill is supporting doing nothing because the Democratic leaders of Senate and House will not allow any enforcement to go through without an amnesty.

    We at NumbersUSA reject this reasoning.

    We confidently believe that if this grand amnesty compromise is defeated that the Democrats will feel enough pressure to start passing single initiatives that will gradually improve the tools of enforcement -- and that the American people and our allies in Congress can shame Pres. Bush into starting to implement more of the enforcement laws already on the books.

    Please read, quote and paraphrase the following 14 flaws over and over to your Senators and staff.

    Make sure when calling Sen. Sanders that you drive home the point of how this bill and especially the guest worker program will hurt Americans workers and America's poor. He is very concerned about this.

    Okay, with all due respect to NumbersUSA, Senator Lamar Alexander and Senator Bob Corker of Tennessee should be included in the very top tier of those likely to vote YES and need pressure. Numbers is not on the ground locally everywhere and this information needs to get out. And yes I have already placed a call to Numbers.

    Senator Alexander voted YES on cloture the first time, then NO and now that he and Senator Bob Corker have linked with Senator Kay Bailey Hutchinson for a "touchback" amendment, the pressure and contacts need to increase.

    Senator Alexander wants to vote for this bill or he would not be coming up with ideas like this - allow 3 out of 4 border governors to sign off on the security of the border, the $500.00 given for people to learn English, the "touchback" amendment, and his attachment now to Senator Hutchinson.

    Senator Corker, is a junior, tag a long Senator, and apparently Alexander is going to use that as leverage.

    This is two swing votes guys and believe me the pressure needs to increase.

    We need to be all over this list!

    Call them all and tell them to vote NO on cloture and enforce our exisiting laws!
