75% of general fund to public safety in Colton

Is this normal to have 75% of the general fund go to public safety? Last week we learned that the San Bernardino District Attorney Mike Ramos say he basically supports illegal immigration, and it might be because illegals are job security, we all know they bring crime with them. Colton is in San Bernardino County, and is very Hispanic. Being fair, whether the Hispanics are legal or not we entrust law enforcement to determine that status.
My concern is whether or not it is normal to have 75% of the general fund going to public safety.The Lord is my Sheperd, I shall not want.
