    Bill to Ban Driver’s Licenses for Illegal Aliens
    Goes to Committee Work Session


    AUGUSTA – The Legislature’s Joint Committee on Transportation begins work this week on LD 501, a bill that would prohibit the issuance of Maine driver’s licenses to people in the United States illegally.

    The bill, carried over from last year’s legislative session, is sponsored by Rep. Ron Collins (R-Wells) and is co-sponsored by nine other legislators, mostly Democrats. The committee chairman, Sen. Dennis Damon (D-Hancock County), and Rep. Glenn Cummings (D-Portland), the House Majority Leader, are both co-sponsors of the legislation.

    Maine is one of fewer than 10 states that issue licenses to illegal aliens, who are sometimes referred to as “undocumented migrants.� Many states tightened their laws following the terrorist strikes of 2001, when the 19 hijackers were found to have more than 60 legal driver’s licenses between them and some of them were registered to vote.

    According to federal figures, there are about 11 million illegal aliens in the country, although other estimates range up 20 million and beyond. According to a special report in Time magazine, about three million illegal aliens enter the country every year. A new federal law, known as the Real ID Act, takes effect in two years and will flatly prohibit any state from issuing a driver’s license to people here illegally.

    “Two years is a long time to wait,� said Rep. Collins. “By barring illegal aliens from obtaining Maine driver’s licenses, we will be contributing to national security and the rule of law. People in our country illegally are breaking federal law every day they are here. It is irresponsible to give such people a document that has become a de facto national identification card. It is a breeder document that enables illegal aliens to exploit social services and other programs intended for American citizens. These crucial identification documents are not for just anyone who manages to sneak into the country.

    “In an age of terrorism, this is about national security and state security,� Rep. Collins added. “It’s also about the preservation of our health and social safety net. It’s important to stress that this bill is not ‘anti-immigrant.’ That is a bogus argument intended to distract attention from the real issue. I’d say this bill is anti-illegal alien, who are not immigrants at all, any more than a foreign tourist is an immigrant.�

    Under LD 501, a “non-immigrant� is a Maine resident who is not a citizen or lawful permanent resident of the United States. It states that “an applicant for a license who is a non-immigrant must present to the Secretary of State, at each application, written proof, evidence or documentation that the applicant’s presence in the United States is authorized under federal law.�

    The Transportation Committee will hold its work session on the bill at 1 p.m. on Tuesday, January 10, in Room 126 in the State House.

    A VDARE.COM reader recently contacted me for help in persuading a city council member in California to use local police officers to break up an illegal alien day labor hang-out once and for all.

    This city council member had reportedly already displayed “rare courage� on the subject of illegal immigration.

    The VDARE.COM reader wrote:

    “Your article dated 12/19/05 [Reclaiming America: What’s In That H.R. 4437 Christmas Present? And Will The Senate Grinches Steal It?] was very timely. I was telling [the councilman] about the House bill H.R. 4437 [PDF] being the answer to his reluctance to start doing something about illegals.

    The El Paso County sheriff quickly earned federal immigration officials' attention by warning that he'd start driving undocumented immigrants from his jail to the Mexican border rather than continue to pay for their upkeep, and release some to the streets.

    U.S. Immigration and Customs Enforcement officials last week told U.S. Sen. Wayne Allard, R-Colo., that they will consider opening a Colorado Springs office to help process the immigrants for deportation.

    That's welcome news to county officials, but they say it won't do anything to ease the county's more than $1 million annual cost for housing undocumented immigrants.

    "It won't solve the problem, but it will speed up processing and create a push to bring a detention facility," said Jim Bensberg, chairman of the El Paso County commissioners.

    "The situation can't get any worse than it is."

    El Paso County spent $1.2 million in 2004 to jail illegal immigrants, said Bensberg. This year, the price tag will be higher because the jail is now housing 75 to 100 undocumented workers a day, compared with 50 to 60 last year, he said.

    "That's a big chunk of change," said Bensberg, who wrote Allard about the problem. "The county can't afford that."

    State Sen. Jim Holt says his "grass-roots network" is gearing up now for a petition drive in hopes of passing limits on state services for illegal aliens and stricter identification requirements for voter registration.

    The Springdale Republican, who has announced his own campaign for lieutenant governor, failed to pass such a measure in the recent legislative session. He said in an interview last week that he’s sure that voters will look more kindly on his proposal than did his fellow legislators and Gov. Mike Huckabee, who called it "unchristian," among other things.

    Whether voters would side with Huckabee or Holt on the issue, an initiative campaign would further an immigration debate that was magnified during the legislative session. Arkansas lawmakers occupied themselves with numerous immigration-related measures, spending more time on them than their predecessors ever did. "It’s because of the people," Holt said. "The representatives are hearing an outcry from constituents."

    He said people want to make Arkansas less of a "magnet" for illegal aliens and that the proposal he introduced as Senate Bill 206 would accomplish that. It requires proof of legal status when applying for state services that aren’t federally mandated and proof of citizenship when registering to vote. "I think everyone would agree that’s not too much to ask," Holt said.
