    DEAR TEXANS,

    The nation needs you to phone Sen. Cornyn's offices Wednesday and rest of the week.

    (It also needs you to send any faxes to Sen. Cornyn that were -- or will be -- posted on your customized NumbersUSA.com website.)

    He and his staff are preparing to introduce a far-reaching immigration bill with Sen. Kyl (R-AZ) any day. This bill is likely to be the most important immigration bill introduced this year because of the weight it will be given by Senate leadership and the White House.

    This is your opportunity to influence this bill before it is introduced.


    1. Sen. Cornyn says employers must be held accountable to ensure that illegal aliens do NOT get hired


    There is much chance for good in this bill.

    Sen. Cornyn needs to be heartily congratulated for his forthright leadership in demanding mandatory workplace verification for EVERY employer in America.

    We believe this may be the single most effective thing that can be done to reduce illegal immigration in the U.S.

    Please call his offices and tell his staff that Sen. Cornyn must not back off one inch from his pledge on "mandatory workplace verification." He will come under a tremendous pressure from cheap-labor lobbyists to water down this pledge. He needs to know that the people of Texas (a) notice that he is taking this leadership role, (b) approve of what he is doing, and (c) will fight to show public support for enacting the mandatory verification system.

    ! Until last year, employers in only seven states could use the federal verification program to ensure that they were not hiring illegal aliens. Congress made this voluntary program available nationwide last year.

    But a voluntary program means that the outlaw businesses can still hire illegal aliens and will actually have an economic advantage over employers who follow the law.

    Sen. Cornyn last week stated his pledge that ALL employers must be accountable and use the easy, free automated system.

    He also called for increased resources for prosecuting companies that violate the law.


    2. Why Cornyn is so pivotal on immigration legislation this year


    This is a very special request. As Texans, you carry a great deal of responsibility for protecting America from potentially harmful actions on immigration in the U.S. Senate.

    That is because your Sen. Cornyn (R-TX) is a pivotal figure in deciding the main legislative vehicle for immigration reform this year.

    He is the chairman of the Senate immigration subcommittee. The White House and Senate GOP leaders appear to be looking to Cornyn and Sen. Kyl to come up with the primary legislative vehicle that will move the President's desires for immigration reform.

    As you know, Pres. Bush has had some pretty bad desires for immigration, so it is imperative that Sen. Cornyn and Sen. Kyl are thinking about the desires of the American people.

    We are asking our Arizona faxers to phone Sen. Kyl while you are calling Sen. Cornyn.


    5. CORNYN'S VULNERABILITY .... He doesn't believe voters will support and reward leadership that reduces the number of foreign workers in this country


    We know that Kyl and Cornyn's bill is going to include some wonderful improvements in our immigration enforcement.

    However, we want this lead Senate bill to be a proposal that all of us can support wholeheartedly, rather than being a mixed bag of good enforcement and bad amnesty.

    But every sign we get suggests that Sen. Cornyn and his staff believe that Americans are not as eager for that kind of leadership as open-borders lobbies and their preferred politicians are eager for legalizing illegal aliens so they can continue to work in this country.

    Sen. Cornyn's perspective is not unusual in the insulated Senate where there is much more a spirit of defeatism than in the House of Representatives.

    Because the Senate has done so very little to try to ! stem the tide of mass immigration, instead proposing amnesty after amnesty in recent years, our allies there tend to think it is impossible to take strong, principled stands and win like our allies in the House do on a routine basis.

    Thus, many of our allies in the Senate think the only way to pass strong enforcement measures to slow future illegal immigration is to offer some kind of amnesty to at least several million current illegal aliens -- and greatly expand our guestworker programs.

    Our job -- your job -- is to break Senators out of this defeatist mind-set and encourage them to think more like the majority of Members of the House who believe it possible to win principled immigration reform.


    6. Sen. Cornyn has to see that Texans will rally around him if he leads in the right direction -- and that you are rational middle of the roaders


    Since being elected to the Senate, Sen. Cornyn has talked a lot about a "middle ground" on immigration. He has indeed talked about tougher enforcement but also had tended to espouse increases in the overall annual flow of immigration.

    In the last week, though, he has provided some signs of a better "middle ground" that is very, very serious about taking away the huge magnet for illegal immigration: jobs.

    Your job the rest of this week is to start convincing Cornyn's staffers that you represent the middle voters of Texas.

    That means it would be most helpful if you would be as polite and logical as possible when you talk to the Cornyn staffers.

    If you hold any kind of office or are a part of any kind of organizat! ion that would help Cornyn's people see you as mainstream Texas citizens, you might mention that as you talk to them.

    He has to see massive support for a clean reform bill right now. Will Texans rally behind a clean bill? Your phone calls and faxes right now are the only hope we have of persuading Sen. Cornyn that he should move forward with a clean reform bill.


    7. Be familiar with Cornyn's record


    For the most part, I suggest positive -- although urgent -- phone calls to Sen. Cornyn's offices.

    As a Texas attorney general, he did some pretty good things about illegal immigration.

    He also has consistently spoken against the McCain/Kennedy approach of virtually totally opening up the borders to foreign workers. And until recently, he at least insisted that illegal aliens should have to go back home before requesting to work here as guest workers.

    But his record in the Senate on immigration is pretty sad, earning him a D+ since arriving in 2003.

    When you call, you may want to mention some specific vote or co-sponsorship that you particularly admire.

    You can have the most effect in an! office if you seem to know some history.


    8. Opposition to amnesties and mass guest-worker programs must be resounding


    I have no doubt that if you make the effort to pick up a phone that you will have no trouble making it clear how much you and your friends and neighbors would oppose a Cornyn bill that included some kind of amnesty.

    Most importantly, please call this week. Time is of the essence.

    You live in Texas. You know what Sen. Cornyn and his staff see almost every day: Newspapers incessantly touting that the only way to solve the bo! rder problems is to legalize the illegal aliens already here and make it possible for all the future illegal aliens to just come in a legal guest workers.

    Most of the Texas elites in the media, in academe and in the corporate community are screaming in Sen. Cornyn's ear that no immigration bill can be credible without some kind of amnesty.

    The ONLY way Sen. Cornyn will stick to principles of not rewarding illegal aliens is if all of you Texans getting this email scream louder (in a polite way, of course).

    If you've never thought your single voice could really make a difference in politics, now is the time to test it. Please don't think somebody else is going to be able to speak for you. Sen. Cornyn's DC office needs to hear YOUR voice on the phone this week.

    Thanks, Legal, doesn't matter if you're from Texas...just so you let Kyl and Cornyn know that you like their bill and you want the employer verification system left intact...and NO AMNESTY...
