This article references an interesting character, Mario G. Obledo.
For those who might be unfamiliar with the name, I have a couple interesting soundclips here.

The "burning down billboards" part in the interview refers to the CCIR billboards. CCIR is the California Coalition for Immigration Reform. Over the years they have placed several high profile billboards on the California border, looking like this:

When Obledo found out about the billboard, he went out to the location, foaming at the mouth, and threatening that he will either blow it up, or set it on fire. CCIR, made up of US CITIZENS, HAD TO REMOVE THE BILLBOARD!
That much for our 1st Amendment rights.
In 1995 another La Raza / Mecha / Aztlan activist, Jose Angel Gutierrez, professor at the University of Texas at Arlington, the FOUNDER of the La Raza Unida Party, made a speech at the University of California at Riverside. Here is a portion of it:
