    ITA. I sold a home to a Mexican family who wrote up a contract with a cash offer. He came to the closing table with a cashiers check in an amount that exceeded $200,000. I can't imagine that this guy kept this amount of money under his mattress.

    Note the difference in verbiage, MW, from the delineation of documents that are "required" versus those for which you "will also be asked." Believe me, I deal with these sorts of regulations all the time. Because the Supreme Court SPECIFICALLY found unconstitutional any requirement for participation in "such a scheme" when ruling on the precursor to the Social Security Act, all mandatory language had to be removed from the act and all requests for an SSN by the government are just that: requests. Unless you are attempting to access programs administered under the Social Security Administration, the SSN is voluntary. So while we must accept that we "will also be asked" for an SSN, we also may exercise the decision to decline to provide it or to honestly report that we have no SSN. I know this for a fact from firsthand experience. Most governmental agencies have one or another type of objection or opt-out form. I've signed dozens of them.

    Actually it may have been under his mattress. It is a lot easier to accumulate 200k if you aren't paying taxes, than if you are paying out almost half of your paycheck every week.

    Well, since you put it like that, I guess that would make it possible. Apparently they have nothing to fear since the government gives them dummy numbers to pay their real estate taxes with. We really need to clean house from the top to the bottom branches of government. Between the illegals having "membership privileges", immunity from prosecution; no personal responsibility for their offspring and an endless list of offenses, it makes me wish that our government and the illegals would leave the US and form their own lawless continent.

    I guess that the issue of banking is and perhaps should be a bit nebulous with respect to citizenship. For example, I can open a bank account in a foreign country if I am doing business there. All that is required in most cases is a passport. I don't have to be a citizen of the nation in question. There may or may not be reciprocal reporting requirements with the US, but that is matter of taxation and not the legality or illegality of the account.

    Does anyone else have any comments regarding the validity of a foreigner holding an account as a matter of general principle (divorced from the issue of illegal aliens)? I guess what I am saying is that placing tight restrictions on private banks appears to be a case of federal abdication of its responsibilities. Banks are not affiliated with the Immigration and Naturalization Service, nor should they be.
