California population nears 38 million, L.A. tops 4 million

SACRAMENTO – California's population is closing in on 38 million and its biggest city now has more than 4 million people, but the state's growth rate has slowed since the start of the decade, state officials said Tuesday.
The Department of Finance's demographics unit said California had nearly 37.7 million residents as of on Jan. 1, up by about 470,000 since the start of 2006. One of every eight Americans now lives in the state.
Los Angeles, the nation's second largest city, added more than 37,000 residents in 2006, giving it a population of just more than 4 million. New York City has more than 8 million people, according to the latest U.S. Census Bureau figures.
But California's growth rate has been slowing since the start of the decade, when its population grew by nearly 2 percent. Last year, the state's population grew by almost 1.3 percent, senior demographer Linda Gage said.
She said stable birth and death rates, a slowdown in foreign immigration and a net loss of population to other parts of the country contributed to the drop-off.
“While we get many, many people who come here from other states, the balance is a little bit negative,” she added.
California's net loss to other states was 67,000 in 2006.
While Los Angeles had the largest numerical increase in population among the state's 478 cities, Beaumont – about 70 miles to the east – had the greatest percentage growth – 21.2 percent. It added nearly 5,000 residents to reach 28,250.
Neighboring Banning, a city of about the same size, had a slight population loss. Population research specialist Daniel Sheya said Banning added about 100 housing units in 2006, but that didn't make up for a loss in the number of people per household.
Overall, 407 cities grew in 2006, three had no change in population and 68 lost population, including 10 in Contra Costa County on the eastern side of the San Francisco Bay area.
“There is just not a lot of housing growth activity associated with those cities,” Sheya said. “That's been happening for years.”
Other fast-growing cities included Imperial in Imperial County, with a 16.6 percent jump in population; Lake Elsinore in Riverside County, which had an increase of 15.4 percent and Porterville in Tulare County, which grew by 13.9 percent.
Twenty California cities now have populations that top 200,000 while 65 have more than 100,000 residents. After Los Angeles, the largest are San Diego with 1.3 million people, San Jose with 973,672 and San Francisco with 808,844.
Twenty-two of California's 58 counties grew more rapidly than the state as a whole last year, 34 grew more slowly and two counties – Plumas and Sierra – had small population losses.
The fastest growing counties last year were Imperial and Riverside, which had population increases of more than 3 percent. Colusa, Kern, Kings, Lassen, Madera, Merced, Placer, Sutter, Tulare and Yuba counties had growth rates of more than 2 percent.
Los Angeles County remains the state's largest with 10.3 million people – slightly more than the next four most heavily populated counties combined. They are San Diego and Orange, each with nearly 3.1 million residents, and Riverside and San Bernardino counties, with 2 million each.
More than 27 percent of the state's residents live in Los Angeles County.
