I am not a legal expert but if the federal government has been negligent in their duty to enforce the immigration laws, and if the states suffer increased costs and expenses as a result, then why can't the States sue the federal government for damages?

In a similar vain, if an individual (or group of individuals) has lost employment opportunities or suffered lower wages because of illegal immigrants, then they have suffered a monetary loss. This loss was caused by the negligence of the federal government which has failed to do its duty by excluding illegals from the country. Likewise if someone is discharged from their work and is replaced by an illegal worker then they might also have a direct claim for compensation from the government?

Why have groups like ALIPAC never considered filing cases asking the courts to grant various injured parties some compensation. Considering the success that civil rights groups have had in bringing such suites it might be a very effective strategy. Can someone who is familiar with the law please help me on this.
