    Tennessee Republican Sen. Lamar Alexander has placed his chief of staff on unpaid administrative leave after learning that the aide is under investigation for child pornography.

    “I was just informed by the United States Senate legal counsel’s office that law enforcement agents are conducting a search of the personal residence of Ryan Loskarn, the chief of staff of my Washington, D.C. office, regarding allegations involving child pornography,” Alexander said in a statement.

    “I am stunned, surprised and disappointed by what I have learned,” Alexander said. “Based on this information, I immediately placed Mr. Loskarn on administrative leave without pay. The office is fully cooperating with the investigation.”

    Investigators describe horrifically graphic child porn on hard drive of Alexander aide

    Jesse Ryan Loskarn, the former chief of staff to Tennessee Sen. Lamar Alexander, appeared in a Washington, D.C. federal court Thursday on charges of possession and distribution of child pornography.

    Alexander fired Loskarn on Thursday after learning he was under investigation.

    Loskarn — who goes by his middle name — was caught during a joint investigation between the Toronto Police Service and the U.S. Postal Inspection Service into a website that was selling DVDs and streaming movies, most of which “feature young nude boys.” Investigators found that Loskarn “made several purchases between November 2010 and March 2011,” according to the official complaint document.

    In early October this year, USPIS “identified Loskarn’s residential IP address on the Gnutella peer to peer network offering files with names that are consistent with child pornography broadcasting as a download candidate,” according to the complaint. Investigators obtained partial downloads of the files and discovered that they were indeed videos of pornography featuring young children in sexual situations.

    Police arrived at Loskarn’s D.C. home on Wednesday, armed with a search warrant. When no one answered the door, they used a battering ram to gain entry to the home. As they were entering, they noticed a man, whom they identified as Loskarn, leaning out of a window. He ”appeared to be in a nervous state looking right and left,” and he then made a motion that inspectors believed was him placing an object outside of the window and then shut the window.

    Inspectors recovered a Toshiba external hardrive from outside that window, on which computer forensic examiners discovered child pornography featuring children as young as 10 and 8 years old, according to the file titles.

    Loskarn appeared in court Thursday afternoon wearing jeans and a gray zip-up sweatshirt that appeared to be the same outfit he was wearing when he was arrested on Wednesday. He did not speak except when asked to state his name, and sat looking unhappy for the short hearing.

    Loskarn is being held in the custody of U.S. Marshals as a flight risk and a danger to the community. The judge set a detention hearing for Monday morning, when a judge will determine whether Loskarn should continue to be held, or if he should be released on bail.

    The charges of possession and distribution of child pornography could result in a maximum sentence of 30 years in prison: possession has a maximum sentence of 10 years, and distribution has a maximum sentence of 20 years, and a minimum of five years.

    Tennessee senator Lamar Alexander’s ex-chief of staff committed suicide by hanging himself on Thursday.

    Ryan Loskarn was a rising star on Capitol Hill until he was arrested last month for possessing and distributing child pornography. Family members found the 35-year-old unconscious in the basement of his parents’ house, according to the Carroll County Sheriff’s office.

    The suicide was confirmed on Friday by the office of Maryland's chief medical examiner.

    The Sykesville resident had been released on his own recognizance and was living in his parents’ home ever since his arrest in December. He was forced to wear an electronic monitor on his ankle and banned from using the Internet.

    During a Dec. 16 detention hearing in Washington, assistant U.S. Attorney Mi Yung Park argued against releasing Loskarn from police custody. The man had apparently told officials that his life was over.

    Defense lawyer Pamela Satterfield dismissed these claims, stating that suicide was “not a concern.”

    He was scheduled to appear in court on Feb. 10. If convicted, Loskarn had faced up to 10 years on the possession charge and a minimum of five and maximum of 20 years on the distribution charge.

    Loskarn’s fall from grace came as a surprise to many of his close acquaintances on the Hill.According to Politico, the man regularly brushed elbows with GOP senators, other political aides, and members of the media. Prior to his arrest, his criminal record was clean.

    In court documents, prosecutors allege that between November 2010 and March 2011, Loskarn made numerous purchases from a website that was selling child pornography DVDs. The man was also accused of allowing others to download the sickening files from his own computer.

    When federal agents raided his Washington, D.C., home last month, Loskarn reportedly tried to hide a portable hard drive by placing it outside his window. Officers later found 200 child-porn videos on that drive.
    That same day, Loskarn lost his job as Alexander’s chief of staff.

    "For everyone involved, this is a sad and tragic story from beginning to end," Alexander said in a statement.

    According to Loskarn’s LinkedIn account, he graduated from Tulane University in 2000. He worked as a legal assistant for retired Republican U.S. Rep. Wally Herger of California.

    He later was the communications director for U.S. Rep. Marsha Blackburn, a Tennessee Republican, and eventually became staff director for the Senate Republican Conference.

    Loskarn was well versed in Senate procedure and was considered a sharp prognosticator of how debates and standoffs would play out. He was known to share colorful anecdotes and keen observations about body language and mood in the Senate.

    In a statement released to the Washington Post, Loskarn's parents Chuck and Gay Loskarn said, "We loved our son very much, and we’re devastated by his death. Please respect our privacy at this difficult time and let us grieve in peace. Pray for him, his family and friends.”
