    Question

    It is my understanding that any ballot that had a write in has to be hand counted. Now how can those have POSSIBLY been counted already?

    they are not. these are preliminary results, we won't know actually outcomes for a few days.

    Ohfly,

    There are few write in names to count. Second, if the percentage between votes cast for candidates are large, the write in names don't make a difference in declaring an unofficial winner.

    Easy. After the polls close, the poll workers of each voting district remove the tapes which have recorded the names of the write-ins. The election inspector reads the names aloud, with both majority and minority judge literally looking over her shoulder, while 2 clerks record the number of votes on tally forms. Those forms are then signed by all the poll worker's, sealed into what looks like a bank bag, and hand delivered to the department of elections by the inspector (usually by no later than 10 pm).

    So, in a nutshell, the only thing the department of elections has to do is add the totals of each polling district to determine the final results. A task that would only take a few hours at most.
